About this file
This document is a Statement of Work (SOW) for the procurement of ten (10) R.M. Young Wind monitors-SE (model 09101) and ten (10) ResponseONE weather transmitters (model 92500). The driving requirement is that the wind monitor and weather transmitter must be fully compatible with existing rain gauge platforms in terms of data acquisition protocol and mounting. The wind monitor and weather transmitter are to be added to the existing rain gauges to measure temperature, humidity, atmospheric pressure, wind speed, and wind direction.
The related federal contract opportunity is a sole source procurement by NASA/NSSC for the wind monitor and weather transmitter from R.M. Young Company. NASA/NSSC intends to issue a sole source contract under FAR 13.106-1(b)(1)(i) as R.M. Young Company is the sole provider of the required items. The period of performance is delivery within 30-45 days after the purchase requisition is approved. There is no government-furnished equipment or information. Interested organizations may submit their capabilities and qualifications by 2:30 p.m. Central Standard Time on 8/12/2024 for the government to determine if a competitive procurement is warranted.

Background
• Request for 10 RMYoung Wind monitors-SE (model 09101) and 10
ResponseONE weather transmitters (model 92500). The driving requirement for this procurement is that the RMYoung Wind monitor-SE unit and ResponseONE weather transmitter are fully compatible with existing rain gauges platforms in terms of the data acquisition protocol and mounting.
• The RMYoung ResponseONE ™ Weather Transmitter measures four key meteorological variables with one compact instrument. It is ideal for many weather monitoring applications requiring accurate, and reliable measurements.
Ultrasonic wind speed and direction, atmospheric pressure, humidity and temperature sensors are carefully integrated into an enclosure optimized for durability, airflow and mitigation of solar radiation effects. The ResponseONE features durable, corrosion-resistant construction and installs on readily available
1 inch (IPS) pipe. Wiring connections are made in a convenient weather-proof junction box.
• The Wind Monitor-SE offers maximum versatility in a conventional wind sensor.
An optical encoder is utilized for vane angle measurement, thereby eliminating the characteristic deadband and wear of potentiometer transducers. The serial output signal is ideal for interfacing with modern data acquisition systems.
Scope
• Addition of the 10 RMYoung Wind monitors-SE and 10 ResponseONE weather transmitters to the existing rain gauges.
