Statement of Work Vibration Testing of Drogue Riser Cutters and Drogue Pressure
Cartridge Assemblies REV 1
1.0 SCOPE
1.1 Test Description
The Contractor shall perform the following:
1. Perform checkout tests to develop the required vibration plots.
2. Perform one Ascent (1) vibration test and one Abort (1) vibration test in each orthogonal axis on the following test articles:
a. Six (6) Drogue Pressure Cartridge Assemblies P/N: SEH26151480-313/-316
b. Nine (9) Drogue Textile Riser Cutters P/N: SEH26151430-301, Populated with two (2) Drogue Pressure Cartridge Assemblies. (18 PCA’s Total).
3. Provide a test report.
1.2 Test Article Description
Drogue Pressure Cartridge Assemblies (PCA)
The Drogue Pressure Cartridge assembly, P/N: SEH26151480-313/-316, consists of pressure cartridge housing nominally loaded with 850 milligrams (mg) of Hi-Temp propellant, and is initiated with a NASA Standard Initiator (NSI-3A) containing 114 mg of Zirconium Potassium Perchlorate (ZPP).

Drogue Riser Cutter The Drogue Riser Cutters are a guillotine device that is designed to cut the Kevlar bundles for the Drogue Parachutes. This device is actuated using Two of the Drogue PCA’s mentioned above.

2.0 VIBRATION TEST TECHNICAL REQUIREMENTS
2.1 Vibration Requirements
Each test article shall be subjected to one (1) Nominal Ascent vibration and one (1) Abort Vibration test in each orthogonal axis and meet the vibration spectrum requirements shown in Tables 1-5. Axes may be vibrated in any order. Torque PCA’s into Test fixture or Riser Cutter Assembly at 230-270 in-lbs. Cutters shall be installed into the fixture at 70 ± 6 in-lbs above running torque. Running Torque must be greater than 5 in-lbs. Inserts must be replaced if running torque falls below 5 in-lbs. Lockwire (P/N: NASM20995N20) both Pressure Cartridges and Drogue Riser Cutter Fasteners per NASM33540. Between each vibration, wearing wrist strap, replace/verify shorting plugs on each NSI. Tape in place using Kapton tape.

2.2 Test Instrumentation
All instrumentation equipment shall be in current calibration for the test. Accelerometer part numbers and calibration data shall be recorded. All response data shall be permanently recorded for all vibration tests. Instrumentation for vibration testing shall include two (2) control single axis accelerometers on opposite sides of the test article fixture. The provided fixture will include mounting locations for accelerometers. The test fixture provided accommodates up to Six (6) Drogue PCA’s. The Cutter Fixturing accommodates one (1) Cutter housed with two (2) Drogue PCA’s.
2.3 Data Acquisition
All accelerometer data, including time history and PSD plots, as well as a digitized copy of the PSD data shall be provided. Checkout test data shall be provided for review prior to proceeding to test article vibration tests. In the event of an out-of-tolerance condition during test article vibration tests, NASA shall be notified and consulted before proceeding to subsequent vibration tests.
2.4 Pre- and Post-Test Visual Inspections
A visual inspection of each test article shall be performed before and after vibration testing.
Photographs shall be taken and included in the test report.
2.5 NASA Test Witnessing
NASA personnel shall be allowed to be physically present to witness the test including set-up operations and test article installation into the vibration test fixture.
2.6 Delivery Schedule and Turn-Around Time
Test article delivery to the Contractor is to be determined (TBD). The Contractor is requested to return the test articles and supply a test report to NASA within 2 weeks from the date of test completion.
2.7 Test Report
The Contractor shall furnish a test report that will include test set-up photographs, calibration information, and test results as well as any other information necessary to describe the test operations performed and the results obtained. If hardware is damaged during test, photographs will be provided in addition to a written description.
2.8 Certificate of Compliance (C of C)
Supplier shall provide a certification with each shipment to attest that the parts, assemblies, subassemblies, or detail parts conform to the Order requirements. When applicable, the true manufacturer’s, lot, batch, date code, and/or serial number must appear on the certification.
Certification must contain the following:
• Customer’s Order number
• Product name
• Part and Serial number
• Name and address of manufacturing or processing location
• Manufacturer’s lot, batch, date code
• Quantity and unit of measurement (each, box, case, gallons, etc.)
• Be signed and dated by an official of the company.
2.9 Calibration System
The Supplier shall have a documented calibration system that meets the requirements of American National Standard Institute (ANSI)/National Conference of Standards Laboratories (NCSL) Z540-1, General Requirements for Calibration Laboratories and Measuring and Test Equipment.
2.10 Processes and Products
The Supplier will notify the customer of proposed changes in process definition and, will obtain approval from the customer prior to implementing the change. Changes affecting processes, production equipment, tools and programs shall be documented. Procedures shall be available to control their implementation.
This statement shall also apply to Supplier designated “critical processes” that have been sub contracted.
2.11 Quality Requirements for lower tier suppliers
Supplier shall ensure that applicable requirements of this order are applied to any lower tier supplier.
2.12 Electrostatic Discharge (ESD) Protection Program and Packaging The supplier shall ensure that ANSI/ESD S20.20-2014, Protection of Electrical and Electronic Parts, Assemblies and Equipment (Excluding Electrically Imitated Explosive Devices)” is imposed and followed when said work involves ESD sensitive equipment. The supplier shall comply with MIL-STD-1576, Military Standard Electro-Explosive Subsystem Safety Requirements and Test Methods for Space Systems for Electrically Initiated Explosive Devices.
2.13 Government Right of Access
The Government has the right to inspect and test all supplies called for by the contract, to the extent practicable, at all places and times, including the period of manufacture, and in any event before acceptance. The Government shall perform inspections and tests in a manner that will not unduly delay the work. The Government assumes no contractual obligation to perform any inspection and test for the benefit of the Contractor unless specifically set forth elsewhere in this contract.
If the Government performs inspection or test on the premises of the Contractor or a subcontractor, the Contractor shall furnish, and shall require subcontractors to furnish, at no increase in contract price, all reasonable facilities and assistance for the safe and convenient performance of these duties. Except as otherwise provided in the contract, the Government shall bear the expense of Government inspections or tests made at other than the Contractor’s or subcontractor’s premises; provided, that in case of rejection, the Government shall not be liable for any reduction in the value of inspection or test samples.
2.14 Nonconforming Material
Per this requirement the customer grants no authority to disposition product or process nonconformance’s to the Supplier or it’s sub-tier suppliers. Repair is not allowed under this clause. Nonconformance’s shall be reported to the customer as soon as it is detected and determined not to be re-workable and may be salvageable. When notification is required, notification shall be within 3 working days after the nonconformance is discovered. This requirement applies to all procurements.
2.15 Special Process Certification
Certain special processes are required to comply with this contract. Special processes shall be performed only by sources that have been surveyed and qualified / approved, by the supplier and / or the Customer, to perform those processes. The contractor shall provide to the Customer upon request all documentation showing evidence of special processor qualification and/or certification to perform special manufacturing, assembling, and test processing as required by the contract. Supplier may elect to use only Customer approved sources.
A special process certification shall be provided with each shipment of item(s) delivered on this contract. Special Process Certifications may be in supplier format and shall include the following:
• Customer’s Order number
• Part number(s)
• Serial and/or lot numbers, of the hardware processed (if applicable)
• Material process specification & revision
• Objective evidence demonstrating compliance with the applicable process, (i.e. temperature charts and
• Hardness test results for heat treatment, destructive test results, etc.....)
• A certification stating the special process was performed per the applicable drawing/specification requirements
• Supplier ’s name and address
• When special processor is other than the Supplier, provide a certification of compliance from the special processor stating the special process was performed per the applicable drawing/specification requirements. Certifications must include the processor’s name, address and be signed and dated by a company official
• Each certification must be signed and dated by a company official of the Supplier and/or Processor attesting to the acceptance of the processes performed to the required specification(s)
The supplier shall retain all records associated with the selection and approval of supplier approved special process providers. Per contract or regulatory agency requirements, these records shall be made available to the Government and/or regulatory agencies upon request.
The supplier shall notify NASA prior to destruction of records relative to this purchase order/contract.
The Supplier shall flow down this clause, including this sentence, in all lower-tier subcontracts for work performed under this purchase order/contract.
2.16 Record Retention
Supplier and Supplier's Subcontractors shall maintain verifiable objective evidence of all inspections and test performed, results obtained and dispositions of non-conforming articles.
These records shall be identified to associated articles, including heat and lot number of materials, unit or lot serialization and made available to Customer and/or Government Representatives upon request and shall be retained in a safe, accessible location for a period of ten (10) years after date of delivery as defined in the contract.
2.17 ISO/IEC 17025 General requirements for the competence of testing and calibration laboratories The Supplier shall have a system that establishes the requirements for the quality management systems (QMS) of testing and calibration laboratories. “If NASA has accepted supplier's ISO 17025 registration and supplier subsequently changes registrars, loses its registration status, or is put on notice of losing its registration status, it shall notify NASA's procuring organization within three days of receiving such notice from its registrar.”
For activities performed onsite at JSC, supplier shall comply with the JSC Quality Management System.
2.18 Nonconformance Approval
Any deviation from drawings, specifications, SOW’s, or other requirements specified on the purchase order, must be approved by the customer in writing. If approved, a copy of the nonconformance report shall accompany the shipment.
2.19 The Contractor shall include the following statement in all subcontracts and purchase orders placed by it in support of this contract, without exception as to amount or subcontract level:
"FOR USE IN HUMAN SPACE FLIGHT; MATERIALS, MANUFACTURING, AND
WORKMANSHIP OF HIGHEST QUALITY STANDARDS ARE ESSENTIAL TO
ASTRONAUT SAFETY.
IF YOU ARE ABLE TO SUPPLY THE DESIRED ITEM WITH A HIGHER QUALITY
THAN THAT OF THE ITEMS SPECIFIED OR PROPOSED, YOU ARE REQUESTED TO
BRING THIS FACT TO THE IMMEDIATE ATTENTION OF THE PURCHASER."
3.0 SAFETY REQUIREMENTS
The Contractor shall comply with all Federal, State, and Local codes and standards applicable to work performed on this contract.
• Drogue Pressure cartridges are nominally loaded with 850 ± 5 milligrams (mg) of Hi- Temp propellant.
Hazards include high sound levels, high temperatures, shrapnel or blast wave over-pressurization, and sharp points or edges. Recommended hazard controls and example procedural steps can be provided upon request.
NO HANDLING OPERATIONS SHALL BE PERFORMED ON THE RISER
CUTTERS WHILE PYROTECHNICS ARE INSTALLED. UNLESS RISER CUTTERS
ARE SECURED IN VIBRATION FIXTURE.
4.0 SHIPPING, PRESERVATION AND PACKAGING REQUIREMENTS
The Contractor shall repackage the test articles in the same packaging that they were shipped
in. The test articles shall be shipped with the safety pins installed. A NASA/JSC FedEx account number will be supplied for return shipping. The Contractor shall ship all deliverables to the following address unless otherwise directed by NASA:
