☒ I recommend that NASA, NASA Shared Services Center, negotiate with Test Devices/SCHENCK USA CORP to provide Burst Testing of GRX-810 Blisks. The total estimated cost of this effort is and the estimated period of performance is 9 weeks.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
NASA Marshall Space Flight Center (MSFC) under the STMD Game Changing Optimized and Repeatable Component using Additive (ORCA) has a need for burst testing GRX-810 additive manufactured turbine blisks with lattice topology optimization technology and with varying surface enhancement methodologies.
This is necessary to inform manufacturing process path for engine component development of additive manufactured GRX-810 turbine rotors and AM topology optimization lattice technology by demonstrating minimum and maximum lattice member volume feasible for printing, powder removal, polishing and will indicate how the combination of process path and lattice volume affect failure performance under a burst test.
Available market research shows that only one vendor exists which has current existing capabilities which include a spin rig with appropriate instrumentation and capabilities to perform this test in a rapid manner and thereby quickly provide feedback and test data. Test Devices (SCHENCK USA CORP) has proprietary and the necessary capabilities including either a 42” test rig with 1.07m opening x 0.9m depth or a 54” test rig with 1.37m opening x 1.2m depth. This size capability meets the test article requirements. The test rig maintained by Test Devices provides the required environment of vacuum <400 millitorr at room temperature and meets required operating range up to a minimum of 100,000 RPM.
Test Devices also meets the requirement that the spin test rig shall be instrumented with Tachometer(s) to monitor rotor speed, Pk-pk shaft vibration apparatus to function as vibration monitor, Shaft Vibration FFT Signal Analyzer to function as a spectrum analyzer, and temperature measurement sensors to monitor test chamber temperature and can supply certification references for all instrumentation assets. This is necessary to meet the requirements of providing plots of time varying data for each test which include speed, shaft vibration, rig temperature and vacuum data. Test Devices also meets the certification requirements for this project and has AS9100 Rev D, ISO9001:2015, ISO14001:2015 and ISO45001:2018 certifications or equivalent and ITAR registered. NASA has previously worked with Test Devices (Schenck) under contract 80NSSC23838034Q, NNC04QB33P, NNC04VG23P. There is required data compatibility with prior testing.
Furthermore, balancing is a critical operation to ensure appropriate pre-test considerations and requires rotor balancing per ISO 21940-11 to a balance grade of G6.3 or better. Test Devices has the necessary equipment to meet this and all other requirements. In the market research phase several universities and research companies were approached and all other vendors except for Test Devices required more than 2 years and over $200,000 to attempt to develop such test capabilities in house with no guarantee of meeting all test requirements. Competition is impractical because Test Devices has the existing necessary capabilities and can provide turn around times of 9 weeks.

2. What is the impact to the government if another vendor/brand was used? Include any dollar, schedule, or compatibility impacts if possible.
This characterization of bladed disk performance as it pertains to failure under burst conditions with variation of surface finish and application of topology optimization lattice structure is critical to timely completion of major ORCA project milestones at NASA-MSFC in support of additive manufacturing turbomachinery component development. Failure to procure this would result in delays in ORCA project deliverables and performance characterization that would be 24 months or greater and $200,000 estimated.
