STATEMENT OF WORK

1. Objective/Requirements Recognizing the wide variety of occupational and hazardous activities that occur across the Agency, the Office of the Chief Health and Medical Officer (OCHMO) has prioritized an effort to provide lifesaving skills and supplies to Centers and employees via the Stop the Bleed program. Stop the Bleed is a program created by the Department of Defense (DoD) and taught to all servicemen, in addition to civilians. The DoD, in coordination with the American College of Surgeons, recognized, studied, and created a curriculum where civilian bystanders can play a critical role in saving lives due to severe bleeding utilizing simple but effective skills and supplies. It is now recognized that time is a critical factor and outcomes are directly related to how quickly bleeding control is achieved in saving lives due to severe bleeding. Providing these skills and supplies is essential to OCHMO’s mission to ensuring the safety, health, and productivity of the NASA community.

2. Characteristics, Scope, and Specs The following items are required for training and implementation of a robust and successful Save the Bleed program:

• CAT Tourniquets

• Kerlix Gauze

• Quickclot

• Disposable Gloves, various sizes

• Ziplock bags

• Sharpies

• Soft or Hard Case to store kit items, depending on Center specific requirements

• Breakaway locks for cases

There are multiple ways to control bleeding in an emergency, including applying direct pressure, packing the wound with bleeding control (hemostatic) gauze, and applying a tourniquet.

3. Place of Performance OCHMO at HQ, with supplies provided to Centers based on current AED numbers and locations.

4. Period of Performance The Stop the Bleed initiative will begin 1 Oct 2023 and continue indefinitely.
