Brand Name Justification:
I recommend that NASA, NASA Shared Services Center negotiate only with vendors who can provide the subject brand name from Powermill. for PowerMill - Ultimate 2025 Government New Multi-user ELD Annual Subscription. The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 12 Months from Date of Award.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
This maintenance is going to the laser powder directed energy deposition cell in building 4707 room 143 for EM 42 additive manufacturing division. This software controls the robotic arm movement and is required for operation of the cell. Powermill is the only software that is designed to work with our particular system. The hardware manufacturer, DM3D Technology, based their system around this software. There are no other software options. DM3D Technology that provided the laser powder directed energy deposition tool head exclusively designed their hardware around Powermill. This vendor has been in charge of software maintenance for the past two years. Choosing another vendor would lead a break in continuity and work stoppage in the cell. We would not be able to operate the system without this software maintenance and it would lead to a major loss of capability in the lab.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
The cell would not work without the software and this software maintenance is necessary to continued operation of the hardware. The vendor designed their system around this software and has written custom codes that plug in to this software only. The plug ins control the tool head on the 6-axis robotic arm. This includes a gas flow system, a 6000W laser, and a powder feed system. They also tie into the proprietary software developed by the vendor which monitors the system as it operates. This software is absolutely critical to the cell if it were stop it will result in work stoppage. While the software is not of the vendor the hardware is.
