About this file

This document is a Statement of Work (SOW) for a federal contract opportunity. The SOW describes the requirement for a set of high temperature silicon carbide/silicon carbide (SiC/SiC) ceramic matrix composite (CMC) panels to support manufacturing demonstration and material performance testing. The contractor shall design, engineer, and fabricate the tooling required to produce the CMC panels, which will then be machined into test coupons and SiC seal coated. The SOW includes specific performance requirements, such as panel thickness, fiber volume percentages, and density targets. The contractor shall deliver two batches of test coupons, 20 in March 2025 and 100 in December 2025, along with associated inspection data. The material will be used by NASA Glenn Research Center for testing and characterization to support a Transformational Tools and Technology (TTT) project. The SOW also outlines requirements for project management activities, publication and distribution of data, and points of contact.

The related federal contract opportunity is a sole source acquisition for 120 of the three-dimensional (3D) (CVI-SiC/SiC), (CMC) dogbone specimens from RTX CORPORATION - Pratt & Whitney Division. NASA/NSSC intends to issue a sole source contract under the authority of FAR 13.106-1(b)(1)(i) as RTX CORPORATION - Pratt & Whitney Division is the sole provider of the required specimens. The performance will be located at NASA Glenn Research Center.

STATEMENT OF WORK

1. PROJECT TITLE & DESCRIPTION:

A set of high temperature (HT) chemical vapor infiltration (CVI) silicon carbide/silicon carbide (SiC/SiC) ceramic matrix composite (CMC) panels is required for manufacturing demonstration and material performance testing to support modeling efforts. The Contractor shall design, engineer, and fabricate the tooling required to fabricate the articles. The use of that tooling during CVI processing will be discussed with NASA prior to the fabrication of the panels. Those panels will subsequently be machined into test coupons and CVI SiC seal coated.

2. SCOPE OF WORK:

The Contractor shall provide all non-recurring engineering (NRE) services required to fabricate CMC panels using CVI SiC densification of silicon carbide fiber preforms, in support of high temperature SiC/SiC CMC Technology Evaluation/Demonstration at NASA Glenn Research Center. NRE may include but is not limited to design and fabrication of tooling and/or fixtures required for composite fabrication. Composite tooling, CVI processing, specimen machining, and inspection tooling or fixtures may be included. The method of processing and selection of constituents should be consistent with high temperature SiC/SiC CMC fabrication.

3. PERFORMANCE REQUIREMENTS:

The Contractor shall provide all NRE services, equipment, tooling, and materials required to fabricate the SiC/SiC articles, as described above. The Contractor shall interface with NASA research scientists, engineers, and technicians as needed, with sufficient discussion of the processing approach prior to and following the fabrication of the initial panel(s). The only personnel authorized to change contractual agreements or give technical direction are the contracting officer (CO) and contracting officer’s representative

(COR).

6.1 Intended Use of Material Procured From the Contractor

a. The material delivered to NASA Glenn by the Contractor will be a SiC/SiC

Ceramic Matrix Composite (CMC) developed and fabricated by the Contractor.

The SOW defines the type of SiC/SiC material that is being provided, and the nature of the test coupons that were fabricated from CMC panels by the Contractor.

b. The CMC coupons will be tested and characterized within the Materials and Structures Division at the NASA Glenn Research Center by NASA Civil Servants and inhouse Glenn contractors. The testing will be supported by the NASA TTT (Transformational Tools and Technology) project. This is a lower

TRL Subsonic Aeronautics project that emphasizes multi-scale, physics-based modeling and development of tool sets.

c. This research supports a TTT Materials and Structures CMC/EBC task. That task examines current SiC/SiC materials (with and without environmental barrier coatings (EBCs)), to determine their physical and mechanical properties, their durability, and failure modes under different conditions.

d. NASA intends to discuss the proposed test matrix/matrices with the Contractor prior to conducting testing, in order to identify testing/characterization of mutual interest to NASA and the Contractor.

e. Data will be shared with the Contractor, and presented and published within the agreed upon guidelines.

f. Material access shall be restricted to NASA Glenn employees and inhouse contractors. These employees have agreements with NASA to not disclose any proprietary information and to follow ITAR (International Traffic in Arms Regulations) and EAR (Export Administration Regulations) controls.

6.2 Publication or Distribution of Data

1. Data shall not be published/presented externally by NASA without prior written permission from the Contractor. This includes NASA TMs and journal articles, and conference publications. It is anticipated that papers and presentations will include Contractor authors in some cases. Abstracts for conferences will get Contractor written approval before they are submitted if the planned presentation will include data from testing the contractor CMC material obtained in this purchase.

2. The points of contact for sending NASA-developed data and documents for review will be established by the Contractor. When NASA sends such materials, it shall include the following in the email subject line: “NASA Glenn TTT Publication/Distribution Approval Request” or “NASA Data Generated on contractor CMC.”

3. The Contractor shall have ten business days to review proposed publications and presentations and respond to NASA with any specific concerns.

Modifications to publications in response to the Contractor’s comments shall have the same time restrictions. The absence of a further response (after acknowledgement that the document was received) by the Contractor within this time period to any submittal by NASA shall be interpreted as an agreement with the contractor that it is acceptable to publish the last submitted version submitted by NASA in its current form, unless NASA grants an extended amount of time for review and discussion.
