About this file

This document is a Recommendation and Determination to Solicit from One Source or Brand Name for a sole source procurement by the National Aeronautics and Space Administration (NASA) Shared Services Center. The procurement is for renewal maintenance service for thermal analytical instruments, specifically a Thermal Mechanical Analyzer (TMA), Differential Scanning Calorimeters (DSC25 and DSC25A), manufactured by TA Instruments-Waters L.L.C. The total estimated cost is undisclosed, with an estimated period of performance of October 4, 2024. The justification for the sole source is that TA Instruments-Waters L.L.C. is the only provider that can meet the requirement for reliable maintenance service to maintain the analytical performance of these unique instruments, which are necessary for NASA's research goals. Failure to use the manufacturer's service would result in project/mission failure.

NATIONAL AERONAUTICS AND SPACE ADMINISTRATION

NASA SHARED SERVICES CENTER

RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE

OR BRAND NAME

PICK ONE

Sole Source:

☒I recommend that NASA, NASA Shared Services Center negotiate with TA Instruments-Waters L.L.C. only for Renewal maintenance service for TMA, DSC25, DSC25A. The total estimated cost of this effort is , and the estimated period of performance is October 4.2024.

OR

Brand Name Justification:

☐I recommend that NASA, NASA Shared Services Center negotiate with only with vendors who can provide the subject band name from Manufacture Name for Enter Supply or Service to be procured.

The total estimated cost of this effort is Enter Dollar amount and the estimated period of performance or lead-time for delivery is Date.

This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):

1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.

NASA LaRC AMPB (D307) has thermal analytical instruments [Thermal Mechanical Analyzer or TMA Q400 (SN 0400-1669, ECN 2684594) with a cooling system (SN MCA71-5128, ECN 2684955), Differential Scanning Calorimeters or DSC DSC25A (SN DSC2A-01309, ECN 5110193) with a cooling system (SN RCS91-6741), DSC25 (SN DSC2-01210, ECN 5110194) with a cooling system (RCS41- 5103), manufactured by TA Instruments] which need annual maintenance service. The manufacturer, TA Instruments-Waters L.L.C. is a sole source to provide the reliable maintenance service to keep reliable analytical performance. The service contract includes a comprehensive support plan to provide improved instrument performance, increased uptime, and reduced cost of ownership. It also includes an annual Performance Maintenance Visit (PMV), priority phone & email support, complete repair coverage (including service parts, labor, & travel), accessory coverage, a 10%discount on consumable purchases, and exclusive access to TA Instruments virtual theory and applications courses.

2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.

From the intensive market survey, TA Instruments-Waters L.L.C is only source that can meet the requirement listed in section 1. Other vendors/brands do not provide the service contract that meet the requirement. If we use the service from other vendor, we can not maintain the best analytical capability of the instruments to achieve our research goal, and eventually result in the project/mission failure.
