About this file
This document is a Statement of Work (SOW) for a Phase II follow-on contract with the Florida Institute of Technology to develop an AI/ML capability prototype to enable smart tailoring of NASA standards. The goal is to reduce the time required for tailoring NASA standards during pre-contract negotiations and program/project initiation. The prototype will integrate NASA standards and extract relevant elements into a shared portal to enable structured queries, expedited review, search, classification, identification, and arrangement of standards using large language models and associated technology. This effort aims to decrease the labor-intensive manual process currently used by subject matter experts and reduce the time from concept to flight. The contractor will perform data integration and assimilation for standards, implementing a text analyzer and relevant Natural Language Processing modules customized for standards extraction. The period of performance is through December 31, 2024, and the place of performance is the Department of Mathematical Sciences at the Florida Institute of Technology.

STATEMENT OF WORK
1. Objective/Requirements
The goal is to develop AI/ML capability prototype to enable Smart Tailoring of Agency
Standards which will decrease the amount of time it takes to either tailor NASA Standards pre-contract negotiations and/or during program/project initiation and adjudication. This effort will integrate NASA standards along with extracted elements from each in a shared portal to make structured queries for expedited review, search, classification, identification, and arrangement of standards utilizing appropriate large language models and associated technology which is transferable and scalable for use within NASA’s
Engineering and S&MA domains.
Currently the selection of standards is performed manually by SMEs and/or goes through laborious adjudication between NASA SMEs and proposing contractor. The need lies in reducing the time of standards adjudication which is in support of reducing the time from
Concept to Flight. Now that AI/ML technology has matured to the point where it is being applied to numerous industry cases (e.g., Chat-GPT) it is considered viable for assessment of implement ion with lower required technology development. It could benefit all MDs and reduce labor on NASA technical experts, programs/projects (via pre-tailoring), and a reduction of effort on contractor side (adjudication) which reduces the cost to the taxpayer.
This is a step in the direction of reducing schedule from Concept-to-Operations and decrease the potential of human error by increasing the consistency in which technical standards are applied to projects/programs. Once it is understood how to be utilize this technology, it can be applied to other areas of Engineering and Mission Assurance; quick scouring of applicable lessons learned at the start of a project/ program, writing first draft requirements based upon pulling from past project requirement sets and associated domain meta data, etc.
Consequence/risk if we do nothing: current labor-intensive process persists.
2. Characteristics, Scope, and Specs
The contractor shall perform the following duties:
• Phase II: Data Integration and Assimilation for Standards o Build off of Phase I and continue AI design and implementation for content creation for Standards Implementation of a text analyzer and relevant
Natural Language Processing modules customized for Standards extraction.
