About this file

This document is a Statement of Work (SOW) for a Global Navigation Satellite System (GNSS) study focused on improving the performance of navigation systems through enhanced multipath modeling and mitigation techniques. The effort is a continuation of a previous project and will utilize previously developed modeling and simulation (M&S) tools to a significant degree.

The key tasks include: 1) Modeling and mitigating the effects of multipath in urban environments, 2) Integrating multipath modeling into existing M&S tools to augment GPS/GNSS position estimates, 3) Collecting GPS/GNSS sensor data in relevant urban scenarios for assessment, and 4) Validating the models and documenting the results. The deliverables include technical briefings, publications, and code modifications. The estimated duration is 12 calendar months with an effort of 8-9 staff months. This effort is being procured by NASA through a sole source requirement under Solicitation Number 80NSSC24871631Q.

Global Navigation Satellite System Study for Improved Performance FY24-FY25

Description: This effort is a continuation of a previous effort on forecasting the quality of Global Navigation Satellite System (GNSS) signals with real world validation to assess the performance of navigation systems of interest to NASA and inform GNSS augmentation techniques. Previously developed tools will be used to the greatest degree possible. New capabilities will be prototyped and demonstrated, as needed. Initially a focus will be placed upon the Global Positioning System (GPS); other technologies may be incorporated as appropriate.

Task Structure: The task will focus on four parts:

• Part I: Multipath modeling and mitigation o Model effects of multipath in urban environments

Study techniques to identify, model, and mitigate multipath

• Part II: Utilization of previously developed M&S tools for GPS/GNSS augmentation o Implement multipath modeling into previously developed M&S tools o Utilize previously developed M&S tools to augment GPS/GNSS positions estimate

• Part III: Data Collection o Collect GPS/GNSS sensor data in relevant urban scenarios/environments for assessment of developed techniques

• Part IV: Model validation o Identify appropriate figures of merit for model validation o Measure model performance in relevant environments

Technical Details: NASA seeks to explore the effects of multipath in and around urban environments and leverage previously developed modeling capabilities to augment GPS/GNSS with multipath and non-line-of-sight mitigations. These mitigations will then be incorporated into a GPS/GNSS solution to improve the performance of a GPS/GNSS receiver in and around an urban environment.

Deliverables

• Part I summary briefing and publication for multipath estimation and techniques

• Part II summary briefing and integration and code modifications to previously developed M&S tools to reflect the explored research

• Part III summary briefing and documentation of collected data in challenging environments for assessment

• Part IV summary briefing and data documentation for continued use and improvement of previously developed M&S tools for GPS/GNSS augmentation

• All deliverables will be per FAR 52.227-14 Rights in General Alt. III & IV.

Cost and Schedule

• Estimated duration: 12 calendar months

• Estimated level of effort: 8-9 staff months
