About this file

This document is a Statement of Work (SOW) for shock and vibration testing of Reefing Line Cutters (RLCs). The Contractor shall perform checkout tests to develop the required shock pulse and vibration plots, then conduct three shock tests in each orthogonal axis and one vibration test in each axis on 10 each of 8-second and 16-second RLCs. The test articles are described in detail, including physical dimensions, explosive content, and handling precautions. All instrumentation and data acquisition requirements are specified. The Contractor shall provide a test report and return the tested articles within 2 weeks of test completion. This testing is in support of a sole source federal contract opportunity for environmental testing of RLCs, issued by the National Aeronautics and Space Administration Shared Services Center.

Statement of Work Shock Testing of Reefing Line Cutters

1.0 SCOPE

1.1 Test Description

The Contractor shall perform the following:

Shock Testing -

1. Perform checkout tests using mass simulators to develop the required shock pulse.

2. Perform three (3) shock tests in each orthogonal axis in both directions (positive and negative) on the following test articles:

a. Ten (10) 8-Second Reefing Line Cutter (P/N SLH26101149-303)

b. Ten (10) 16-Second Reefing Line Cutter (P/N SLH26101149-304)

Vibration Testing -

3. Perform checkout tests to develop the required vibration plots.

4. Perform one (1) vibration test in each orthogonal axis on the following test articles:

a. Ten (10) 8-Second Reefing Line Cutter (P/N SLH26101149-303)

b. Ten (10) 16-Second Reefing Line Cutter (P/N SLH26101149-304)

The contractor shall provide a test report for both types of testing.

1.2 Test Article Description

A representative Reefing Line Cutter (RLC) and its axis definition are shown in Figure 1. The X and Y axes are defined as the lateral axes, and the Z axis is defined as the longitudinal axis.

The 8-Second RLC (P/N -303) measures approximately 4.75 inches in length, and the 16-Second RLC (P/N -304) measures approximately 5.15 inches in length. Both RLCs delay cartridge contains an output mix of approximately 120 ± 3 mg of lead azide, has a cutting capacity of 6500 lbf, and a diameter of 0.44”. The safety pin shall be removed prior to shock testing, re-installed in between tests, and then removed for vibration testing and reinstalled after completion of testing. The RLCs shall be installed in the provided fixture sent with the cutters. Each cutter is provided with a Kevlar cord lanyard attached to the looped end of the cutter.

2.0 SHOCK TEST TECHNICAL REQUIREMENTS

2.1 Shock Requirements

Each test article shall be subjected to three (3) shock tests in each orthogonal axis and meet the half-sine shock pulse requirements shown in Figure 2. Each test article shall be tested with the safety pin removed.

Figure 2: Half-Sine Shock Pulse Configuration & Tolerance Limits

2.2 Test Instrumentation

All instrumentation equipment shall be in current calibration traceable to NIST and in accordance with NCSL Z540.3 or ISO 17025:2017, or equivalent for the test. Accelerometer part numbers and calibration data shall be recorded. All response data shall be permanently recorded for all shock tests. Instrumentation for shock testing shall include two (2) tri-axial arrangements of accelerometers on opposite sides of the test article fixture. The provided fixture will include mounting locations for accelerometers. The test fixture provided accommodates up to six (6) cutters of either configuration, for the unused spot a mass simulator will take its place.

2.3 Data Acquisition

All accelerometer data, including time history and SRS plots, as well as a digitized copy of the SRS data shall be provided. Checkout test data using mass simulators shall be provided for review prior to proceeding to test article shock tests. Immediately after each shock test, accelerometer data shall be processed to generate X-Y plots to enable a “quick look” assessment of the shock response. In-axis accelerometer data shall be assessed for compliance

3.2 Test Instrumentation

All instrumentation equipment shall be in current calibration for the test. Accelerometer part numbers and calibration data shall be recorded. All response data shall be permanently recorded for all vibration tests. Instrumentation for vibration testing shall include two (2) control single axis accelerometers on opposite sides of the test article fixture. The provided fixture will include mounting locations for accelerometers. The test fixture provided accommodates up to four (4) RLCs any unused spots will remain empty.

3.3 Data Acquisition

All accelerometer data, including time history and PSD plots, as well as a digitized copy of the PSD data shall be provided. Checkout test data shall be provided for review prior to proceeding to test article vibration tests. In the event of an out-of-tolerance condition during test article vibration tests, NASA shall be notified and consulted before proceeding to subsequent vibration tests.

3.4 Test Environments

The testing shall be performed at ambient laboratory conditions.

4.0 ADMINISTRATIVE REQUIREMENTS

4.1 Pre- and Post-Test Visual Inspections

A visual inspection of each test article shall be performed before and after vibration testing.

Photographs shall be taken and included in the test report.

4.2 NASA Test Witnessing

NASA personnel shall be allowed to be physically present to witness the test including set-up operations and test article installation into the vibration test fixture.

4.3 Delivery Schedule and Turn-Around Time

Test article delivery to the Contractor is to be determined (TBD). The Contractor is requested to return the test articles and supply a test report to NASA within 2 weeks from the date of test completion.

4.4 Test Report

The Contractor shall furnish a test report that will include test set-up photographs, calibration information, and test results as well as any other information necessary to describe the test operations performed and the results obtained. If hardware is damaged during test, photographs will be provided in addition to a written description.

5.0 SAFETY REQUIREMENTS

The Contractor shall comply with all Federal, State, and Local codes and standards applicable to work performed on this contract.

Each RLC contains a delay cartridge with the following explosive constituents:

• 120 ± 3 mg of lead azide

• 1.0-1.5 g of delay charge

6.0

The RLC is initiated via pulling of the lanyard, which requires approximately 30 lbf. Do not pull on the lanyard, and exercise caution when handling the RLC with the safety pin removed.

Appropriate controls/safeguards shall be implemented to mitigate hazards associated with unintentional initiation of the RLC. Such hazards include high sound levels, high temperatures, shrapnel or blast wave over-pressurization, and sharp points or edges. In the event of unintentional initiation, the RLC is self-contained but may heat to temperatures higher than 250°F. Do not place fingers in the RLC aperture where the blade is located. Recommended hazard controls and example procedural steps can be provided upon request.

SHIPPING, PRESERVATION AND PACKAGING REQUIREMENTS

The Contractor shall repackage the test articles in the same packaging that they were shipped

in. The test articles shall be shipped with the safety pins installed. A NASA/JSC FedEx account number will be supplied for return shipping. The Contractor shall ship all deliverables to the following address unless otherwise directed by NASA:

NASA/Lyndon B. Johnson Space Center Transportation Officer, Bldg 420

2101 NASA Parkway Houston, TX 77058
