SERVIR - EO4Africa Technical Exchange Support Statement of Work Background:
SERVIR is a joint development initiative of National Aeronautics and Space Administration (NASA) and the US Agency for International Development (USAID), working in partnership with leading regional organizations around the globe, to help developing countries use information provided by Earth observing satellite data and geospatial technologies for managing natural resources and environmental risks. SERVIR is a program within NASA’s Applied Sciences Program (ASP) that focuses on specific geographic regions to develop thematically focused science products, tools and services that meet the needs of decision-makers in those regions. The five Thematic Service Areas are: Agriculture and Food Security, Ecosystem and Carbon Management, Water Security, Weather and Climate Resilience, and Air Quality and Health. Gender equality, equity, and social inclusion are cross-cutting priorities for the entire SERVIR network. SERVIR’s collaborative approach to engaging communities integrates gender considerations and the needs of underrepresented communities into service design. SERVIR is currently active in four regional Hubs: (1) SERVIR-Hindu Kush Himalaya (HKH) in Kathmandu, Nepal; (2) SERVIR-Southeast Asia (SEA) in Bangkok, Thailand; (3) SERVIR-West Africa (WA) in Niamey, Niger; and (4) SERVIR-Amazonia (SAMZ) in Cali, Colombia.
SERVIR also implements Applied Sciences Team (AST) activities in Eastern & Southern Africa and is in the early stages of SERVIR Central America activities.
The SERVIR Science Coordination Office (SCO), located at the Marshall Space Flight Center (MSFC), participates in the work planning processes for hubs to provide guidance on existing and new NASA applied research. The SCO has the responsibility to provide science and Geospatial Information Technology (GIT) support as needed to enhance hub capacity and the scientific value of SERVIR products, tools, and services. To support this responsibility, the SCO periodically needs support to address specific issues in the Thematic Service Areas, GIT, and cross-cutting priorities. Support activities are established as needed to provide guidance and assist in the development of workshops, applications, products, tools, services and/or activities needed by SERVIR Hubs, SCO, SERVIR Global Network, and Applied Sciences Team (AST).

Task Description:
For a global program like SERVIR, in-person technical exchanges are critical to successful knowledge exchange. Innovations in one region can be invaluable in another region, and experts can solve complex scientific and technical tasks better together than they can individually. This year’s EO4Africa symposium is being co-designed by NASA and ESA making it a unique opportunity for SERVIR to bring together scientists from NASA’s broader capacity building program to not only exchange with each other but also showcase to a broader audience the innovations and approaches leveraged in supporting development challenges across regions of the world. SERVIR will take leadership to organize and facilitate the requirements of this exchange to ensure adequate representation and support logistical arrangements as needed. The symposium's themes are aligned to SERVIR and NASA’s priorities.
Under this activity, the SCO is seeking a contractor who will be responsible for venue logistics, and bringing specific SERVIR team members to attend the technical exchange at EO4Africa (https://eo-4-africa-symposium-2024.esa.int). The EO4Africa Symposium will be conducted in Largo, Italy. The contractor will facilitate the 2 tech exchanges (1-1.5 hours each) at a convenient location for the Tech Exchange team members. This will allow Tech Exchange team members to focus on the topics that are very relevant for SERVIR and Capacity Building on Earth Observation at the event and allow for collaboration and cooperation within the SERVIR network. The SERVIR Team Members will meet two times for 1.5 hour(s) each to plan and compare notes and address Earth observation technical and development activities with each other about what they are learning at EO4Africa and how this knowledge can be utilized to enhance SERVIR hub activities.
Contractor Tasks:
Provide travel support by purchasing appropriate airline tickets (including VISA fees)for 10 people (Funded Technical Exchange Team Members).

▪ 1 person from (Nnamdi Azikiwe International Airport) Abuja, Nigeria (NASRDA - National Space Research & Development Agency)

Provide airport taxi service for 10 people to and from their homes (Funded Technical Exchange Team Members).
Provide airport taxi service for 10 people to and from event (Funded Technical Exchange Team Members).
Lodging expenses for Funded Technical Exchange Team Members - 10 persons.
(Prefer that all attendees be at the same hotel. Hotel needs to be close to EO4Africa activities).
Meals should be provided for the funded Technical Exchange Team Members.
Allowance for meals is acceptable and can use US Per Diem rates.
Facilitate and fund the venue (can be at the place of lodging) for two 1.5-hour meetings; one meeting at the beginning and one near the end EO4Africa Symposium.

Travel:
The contractor will fund the travel for the Funded Technical Exchange Team Members.
The contractor can support remotely for cost savings, or they can be in person to provide personalized service.
