About this file
This document is a Statement of Work (SOW) for the fabrication of 21700 lithium-ion trigger cells with internal short circuit devices for NASA. The contractor shall adapt an existing 21700 cell design (4.8Ah average) with specific dimensional requirements and manufacture two batches of cells, with at least 15 cells containing an internal short circuit device and at least 15 without. The contractor shall perform tasks such as electrode coating, jellyroll winding, cell assembly, charge formation, screening, and testing. The deliverables include a cell materials list, a report on cell crimp closure setup, packaging and delivery of the finished cells, and a report on charge retention and packaging.
The related federal contract opportunity is a sole-source procurement for "Energy Storage Development Services - Cell Assembly" issued by NASA/NSSC, with the intent to award a contract to EDWARD BUIEL CONSULTING LLC. The procurement will be conducted using the commercial item acquisition procedures under FAR Parts 12 and 13. Interested organizations may submit their capabilities and qualifications by 5/16/2024 for the government to consider whether to conduct the procurement on a competitive basis.

Fabrication of High Energy 21700 Trigger Cells With Tighter Diameter
Statement of Work 22 Mar 2024
1.0 Objective – NASA seeks 21700 Li-ion trigger cells with internal short circuit devices implanted in them to enable battery safety verification tests.
2.0 Scope – The contractor shall adapt one of their existing 21700 cell designs (≥ 4.8Ah average) with max diameter and height as specified herein. The contractor shall make 2 different batches of cells sized for a total quantity not exceeding 142 cells through assembly and formation. All cell batches shall use a common Li-ion separator without shut down capability. At least fifteen (15) of the cells shall have the implanted Internal Short Circuit Device (ISCD). At least fifteen (15) shall not.
3.0 Background – NREL/NASA has patented a low temperature, on-demand internal short circuit (ISC) trigger device. NASA will provide the contractor with 20 ISCD devices designed to short the aluminum current collector to the graphite anode active material.
4.0 Tasks – The contractor shall perform the following tasks;
4.1 Cell design shall have bare dimensions with an average bare diameter of 21.25 mm with a maximum diameter required to not to exceed 21.30mm and NASA expects an average bare height of 69.97 mm with a maximum height required to not exceed 70.10mm. Can design shall not have a bottom vent.
4.2 Electrode Coating, Calendaring, and Slitting – The contractor shall establish parameters for slurry coating, calendaring, and slitting cathode electrodes with the plastic current collectors. The contractor shall make sufficient quantities of 2 types of electrodes listed below to enable the cell assembly specified in 4.4.
4.2.1 Anode with standard collector
4.2.2 Cathode with standard collector
4.3 Jellyroll Winding – The contractor shall make sufficient electrode jellyrolls to enable the cell assembly specified in 4.4. This process shall include implanting the ISC device 6 winds into the middle of the jellyroll in the batch specified in 4.4.2. The device shall short the cathode current collector to the active material of the anode. The serial number of the ISC device shall be tracked with each jelly roll to allow traceability at the cell assembly. The clocking orientation of the ISCD device shall be marked on the jellyroll to allow that marking to be transferred to the cell can wall.
4.4 Cell Assembly - The contractor shall size the cell builds to make a maximum of the following complete cell batch assemblies through formation and charge retention checks over a minimum 1 week period after filling;
4.4.1 Group N47 - Control cells with metal collectors (qty of 15 deliverable cells or a total number of cells not to exceed 34, whichever is lower)
4.4.2 Group N48 – Control cells with metal collectors and ISC device (qty of 15 deliverable cells or total number of cells not to exceed 20, whichever is lower)
4.5 Cell Charge Formation and Conditioning – The contractor shall perform charge formation and conditioning on each cell without exposing them to > 45⁰C in order to not activate the ISC devices.
4.6 Cell Screening – The contractor shall perform charge retention testing for at least 1 week to assess the charge retention quality of each control cell.
4.7 Cell testing – the contractor shall perform nail penetration abuse test on 1 cell from each group of cells without an ISCD and oven abuse test on 1 cell from each group of cells with an
ISCD.
4.8 Cell Shipping Preparation – The contractor shall set each passing cell to 5% State of Charge and package them in 2 different batches to be picked by a ground shipper designated by and paid for by NASA.
4.9 Deliverables – The contractor shall provide the following deliverables according to below.
