About this file
This document is a Statement of Work (SOW) for a federal contract opportunity to support the research and development of the Passive fuel-Cell Surface-power System (PaCeSS) effort awarded via the JSC Center Innovation Fund (CIF) for FY'24.
The SOW states that Texas A&M University (TAMU) is modeling and developing a benchtop prototype of a two-phase thermosyphon driven actuating radiator to be integrated with a power system built at JSC. The contractor tasks include predicting the behavior of the radiator, producing a benchtop prototype, and integrating the prototype into the PaCeSS system for testing at JSC no later than August 2024. The key deliverables are the benchtop prototype and status inputs for milestone documentation.
The related federal contract opportunity is a sole source procurement by NASA/NSSC for the prototype two-phase thermosyphon driven actuating radiator, to be awarded to TEXAS A&M ENGINEERING EXPERIMENT STATION under the authority of FAR 13.106-1(b)(1)(i). Performance will be located at NASA/Johnson Space Center (JSC), and the government intends to acquire commercial items and services using FAR Part 12 and FAR Part 13 procedures.

I. Statement of Work
1.0 Purpose: To support the research and development of the Passive fuel-Cell Surface-power System (PaCeSS) effort awarded via the JSC Center Innovation Fund (CIF) for FY’24.
2.0 Scope: This procurement addresses the research and development commitment from Texas A&M University associated with the PaCeSS award. Texas A&M University (TAMU) is modeling and developing a benchtop prototype of a two-phase thermosyphon driven actuating radiator that is to be integrated with a power system built at JSC. This effort leverages TAMU’s previous work with Shape Memory Alloys (SMA) and actuating radiators.
3.0 References:
Texas A&M Engineering Experiment Station (TEES) Letter of commitment dated June 9, 2023 PaCeSS proposal
4.0 Requirements:
4.1 Performance: Benchtop prototype will conform to requirements established in the requirements development phase of the effort. Analysis and testing will demonstrate actuation of the prototype between operating temperatures of 50C and 90C.
5.0 Administrative:

6.0 Contractor Tasks and Deliverables:
The Contractor shall perform the following tasks. Detailed task descriptions are contained in reference document PCI RFQ Response for SOFC Test Article dated December 19, 2023.
6.1 Task 1: Predict behavior of a two-phase thermosyphon driven actuating radiator as integrated into the PaCeSS concept
6.2 Task 2: Produce a benchtop prototype of a two-phase thermosyphon driven actuating radiator to demonstrate the device using a simulated heat source and a simulated heat sink
6.3 Task 3: Integrate the benchtop prototype of a two-phase thermosyphon driven actuating radiator into the PaCeSS system for an integrated system benchtop test performed at JSC no later than August of 2024
The Contractor shall provide the following deliverables.
1) A benchtop prototype two-phase thermosyphon driven actuating radiator for testing at JSC.
2) Status input for milestone documentation.
6.0 Period of Performance:
Required items shall be delivered according to the following schedule unless reviewed and approved by contract modification.
6.1 Milestone 1: Prototype design presentation 03/26/2023 Input to documentation
6.2 Milestone 2: Mid-term Review 05/03/2024 Input to documentation
6.3 Milestone 3: Test Readiness Review 06/03/2024 Prototype, Input
6.4 Milestone 4: Final Review 09/06/2024 Input to documentation
