About this file
This document is a Statement of Work (SOW) for the procurement of a custom Thermal Foot System to support thermal vacuum testing of the xEMU Boot for NASA's Artemis mission.
The SOW outlines a one-time contract to design, fabricate, and deliver a Thermal Foot System that will be used in a thermal chamber test. The system must meet specific requirements for size, heating/cooling capabilities, sensor integration, and interface with the test chamber at the Jet Propulsion Laboratory. The contract is structured in three phases: 1) Requirements Development and Concept Design, 2) Detailed Design and Production, and 3) Installation and Training. Key deliverables include a final design review, the delivered Thermal Foot System, and on-site integration and training support. NASA will provide certain technical inputs during the design phase. The contract timeline is 22 weeks from award. The related federal contract opportunity is a sole source procurement issued by the NASA Shared Services Center.

Project: xEMU Boot Thermal Vacuum Test Document: Statement of Work Description of Item: Thermal Foot System
Introduction:
NASA is seeking to establish a one-time contract to design and fabric a custom Thermal Foot System for use on the xEMU Boot Thermal Vacuum (TVAC) Test project.
Objectives:
This contract is to procure a custom designed Thermal Foot system for testing of a space suit boot in a thermal chamber. The testing protocol established and data collected using the Thermal Foot System will be used to support NASA’s Artemis mission.
Milestone Based Schedule:
Any delay in schedule will be communicated with the NASA POC within 1 week of the determination of the schedule slip.
Weekly status meetings with technical team expected.
Phase 1: NRE Joint collaboration with NASA to develop detailed design/performance specifications, concept design, risk assessment/mitigation, prototypes as-needed for proof of concept.
Milestone 1a: Kickoff Timeline: ATP + 2 Weeks Deliverable(s): Virtual Kickoff Meeting w/ Slides
Milestone 1b: Final Requirements Review Timeline: ATP + 6 Weeks Deliverable(s): Virtual Meeting w/ Slides
Phase 2: Detailed Design & Production Transition concept design into detailed design, including final CAD, part drawings, Bill of Material, and associated build procedures. Order parts, assemble, test, and ship system.
Milestone 2a: Final Design & Test Data Review Timeline: ATP + 14 Weeks Deliverable(s): Virtual Meeting w/ Final Design & Test Data Presentation
Phase 3: Installation and Training Contractor staff will travel to NASA location to integrate, commission, debug if necessary, and train operations/maintenance staff.
Milestone 3a: Delivery Timeline: ATP + 22 Weeks Deliverable(s): Foot System with all supporting hardware / software
Milestone 3b: Integration Timeline: ATP + 22 Weeks Deliverable(s): Integrated/debugged/commissioned system, completed training checklist
Scope:
Contractor will lead the design, fabrication, calibration and testing of the Thermal Foot System. NASA will work with Contractor during the NRE portion of the task to provide relevant information needed to design the foot per the system requirements defined below.
Contractor will also provide support for the startup of the system at the thermal test chamber which includes 1 onsite person present at thermal test chamber located at the Jet Propulsion Laboratory.
Training will be provided to the NASA boot team on the operation of the system.
System Requirements Values listed below as to-be-determined (TBD) will be determined during the NRE design phase of the Foot. NASA understands any delay in providing the TBD values when Contractor requires them during the NRE portion of the Task will incur a day for day slip in the delivery schedule.
Thermal Foot
• Design and Geometry:
o 4 inch breadth and 11 inch length o Flat bottom o Ankle flexion/extension not required o Ankle separated into sections that facilitate installation into boot and boot sizing insert
(e.g. separation at foot/ankle joint)
• Blood Analogue Heating and Cooling System o System capable of heating surface of foot to a mean temperature not to exceed 145F in ambient lab environment o System capable of flowing coolant through each zone inside foot at TBD rate o Safeguards to prevent freezing of the liquid in the foot o Foot not required to have sweating function
Sensors o Foot to include at least 15 embedded (under “skin” level) thermistors in TBD locations.
Mounting/Chamber Interface
• Mounting of Foot will interface with the hardware inside of the JPL chamber as defined by NASA o Contractor works with NASA to determine mating fasteners, bolt hole pattern, slots NASA provides TBD wiring/tubing bundle max outer diameter (OD) NASA provides TBD wiring/tubing length
• Software/DAQ to control and monitor system as required
