About this file

This Statement of Work outlines tasks and deliverables for the procurement of an UnDucted Advanced Noise Control Fan development. Key requirements include concept studies, design reviews, and prototypes for an open rotor, outlet guide vanes, health monitoring and sonic anemometry systems. Task 1 calls for a concept study completed by December 2022. Task 2 requires a final design review by May 2023. Task 3.1 for engineering designs of health monitoring and sonic anemometry prototypes was completed by September 2023. Optional tasks 3.2 and 4 exercise procuring the identified items and manufacturing required parts by June 2024. Task 5 for assembly and commission testing remains optional. The related federal contract opportunity is a sole source requirement issued by NASA for this UnDucted ANCF development procurement under solicitation number 80NSSC24864544Q.

Un-Ducted Advanced Noise Control Fan Development – SOW modification

05-March-2024

Tasks 1,2. And Task 3.1 were acceptably completed. NASA now wants to enact Options Tasks 3.2 & 3.3, and Task 4 with modifications. (inflation & lessons learned in Tasks 1 and 2, and 3.1).

ALL ITEMS BELOW COMPETED:

TASK 1: Unducted Advanced Noise Control Fan (UANCF) Concept Study

• Provide a concept study to determine if the Advanced Noise Control Fan can be converted to a run an unducted / open rotor configuration.

• Provide recommendation of utilization design and prediction tools available.

• Provide operational range for a Single Open Rotor (OR) /Single Outlet Guide Vane (OGV) (Stator

Vane) both with adjustable pitch. Provide potential blade count(s), loading, and rotational speed.

• Provide concepts to address inflow issues to simulate flight on static ANCF.

• Recommend acoustic & flow diagnostic measurements (existing and potential).

• Outline methods to address safety concerns in design and operation

• Provide preliminary Work Breakdown Schedule with time and cost estimates for Tasks 2,3,4.

DELIVERABLE 1: Present a Preliminary Design Review to NASA POC no later than 31-December-2022.

PDR to be delivered electronically to NASA POC 3 business days prior to presentation.

TASK 2: Open Rotor and Outlet Guide Vane for UANCF

• Provide geometric and material design for OR/OGV planform

• Incorporates variable rotor and OGV/stator pitch settings

• Incorporates the ability to cost-effectively modify leading/trailing edges of OR/OGVs.

• Iterate/optimize design to achieve performance and noise metrics (TBD) in the ANCF operational range utilizing design tools similar higher

• Incorporates acoustic & flow diagnostic measuring capability.

• Provide safety and operational procedures with monitoring capability.

• Provide Work Breakdown Schedule with time and cost estimates for Tasks 3,4.

DELIVERABLE 2: Present a Final Design Review (FDR) to NASA POC no later than 31-May- 2023. FDR to be delivered electronically to NASA POC 3 business days prior to presentation.

TASK 3: Health Monitoring System (HMS) and Sonic Anemometry System (SAS) Prototypes

TASK 3.1. (COMPLETE)

(a) Engineering Design of HMS to monitor the strain in the rotor and stator aeroelastic response of the

UnD-ANCF.

(b) Engineering Design of SAS to monitor and log the incoming ambient flow conditions.

DELIVERABLE 3.1: (COMPLETED)

(a) Provide written report and present (virtual or in-person) of the HMS Engineering Design

(include procurement list, and proposed integration & checkout schedule) to NASA POC no later than 30-Sep-2023.

(b) Provide written report and present (virtual or in-person) of the SAS Engineering Design (include procurement list, and proposed integration & checkout schedule) to NASA POC no later than 30-Sep-2023.
