About this file
This document contains a brand name justification for a federal procurement. The National Aeronautics and Space Administration Shared Services Center seeks to acquire specific Wago electrical terminal blocks, end plates, jumper bars, marking cards, and electronic circuit breakers for use in upgrading controls at the High Pressure Industrial Water facility. The procurement requires the exact Wago part numbers listed due to the components being designed into the new programmable logic controller system. Using other brands could require redesign efforts, additional market research, and delay the construction schedule. The total estimated cost of this procurement is $XXX,XXX with a four week estimated delivery period from order placement.

The total estimated cost of this effort is and the estimated period of performance or lead-time for delivery is 4 weeks from order to delivery (initial estimate from vendor).
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacture. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
A Specific brand and part numbers for hardware have been identified in a NASA design to be supplied as GFE for a construction project. The requirements include specific name brand/model numbers and have been specified in accordance with design criteria and commonality of hardware utilized throughout SSC for other upgraded PLC systems. These Wago components have been specifically selected for the unique design of the new HPIW PLC.
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
If another brand besides Wago is used for above listed products, the government will be required to initiate a contract change for redesign or design updates. This would result redesign efforts to complete additional market research and to select other products that appropriately meet the system requirements. The components selected were chosen for the unique design of the new HPIW PLC cabinets, and the compatibility of other products would need to be verified. Any additional design work would come at a cost to the government and cause delays in scheduling construction efforts. This design effort would be necessary to ensure the material meets system requirements, and the selected products listed above have already been approved as a part of the design package.
