Statement of Work

1. TASK

1.1. Task Title

Repair by Replacement Flight Electronics Integration Facility (FEIF) Project Headquarters Construction of Facility Program Office Management Support.

1.2. Background

The Project Flight Electronics Integration Facility (FEIF) at the Jet Propulsion Laboratory (JPL) is a new, consolidated research laboratory facility to support the Laboratory’s core capability to integrate science, engineering and technology providing end-to-end implementation of space missions, through either use of its in-house experienced workforce or in collaborations with industry and academia. JPL is a federally funded research and development center (FFRDC) managed for NASA by the California Institute of Technology (aka Caltech). In addition, JPL developed and manages NASA's Deep Space Network, a worldwide system of antennas that communicates with interplanetary spacecraft.

The FEIF project includes the construction of a 100,000 square foot building designed to consolidate the development, building, and testing of avionics mission critical hardware in one facility for all JPL-managed NASA flight missions. The current condition requires transportation of flight hardware multiple times between different buildings during the fabrication and test process. Through the FEIF, JPL will have for the first time, consolidated all the mission critical avionics development in one facility. This practice will increase efficiency and reduce risk relative to current practice, in which avionics are built and tested in distributed facilities across the Lab. The facility will be five stories and consist of the space for electronic and microelectronic packaging engineering, packaging process development, hybrid design, multi-chip modules and fabrication, flight and ground electronic fabrication and assembly, and flight and ground cable/harness fabrication. The facility will consist of class 100K, 10K and 1K cleanrooms and facilities for parts, fabrication, integration and test. It will accommodate multiple levels of lab cleanliness to enable future planetary protection requirements.

The NASA Facility Engineering and Real Estate Division (FRED) is to oversee all construction and real property activities. The FRED responsibilities include the definition and execution of NPR 1600, NPR 8800, NPR 8810, NPR 8831, and NPR 8820.

1.3. Objectives

The goal of this effort is to support the FEIF Construction Project for the HQ’s Construction of Facility (CoF) Program Office. The CM/PM will provide support in analyzing and evaluating the performance of the FEIF Construction Project through the remaining construction, commissioning, activation and turnover. The CM/PM acts as the Executive Project Manager’s eyes and ears through the performance period of this task order with the sole purpose of executing the FEIF construction project.

CM/PM is expected to autonomously coordinate with the site project team to remotely attend scheduled and ad hoc construction status meetings, commissioning meetings, and coordination meetings. Additionally, the CM/PM will coordinate quarterly site inspections with the Executive Project Manager.

1.4. Tasks

The Contractor shall provide all labor, materials, transportation, and supervision of the following tasks:

• Conduct interviews with the internal FEIF Project Team to understand the progress, status, issues, and potential future risks.

• Participate and observe the various project meetings such as weekly internal project team meeting, construction contractor’s status meeting, commissioning meetings, and other ad hoc meetings, as necessary, to understand the pulse of the project.

• Make recommendations, if applicable, for FEIF project performance improvement methodologies.

• Executive Project Manager may request a face-to-face briefing or teleconference meetings if there are any major issues developing on the project.

Deliverables include:

Written performance report that includes schedule, scope, and budget (monthly) Written report of results of interviews (bi-weekly) Weekly meeting attendance with Executive Project Manager.

2. Place of Performance

The work shall be performed remotely, with periodic site visits to the NASA Jet Propulsion Laboratory, Oak Grove project location. NASA Jet Propulsion Laboratory is located adjacent to the cities of Pasadena and La Cañada-Flintridge, in Los Angeles County, CA.

3. Period of Performance

The period of performance for 6 months, starting from contract effective date.

4. Travel

Total of four (3) trips to Los Angeles, CA with a cost estimate of $4,500.00. Travel is handled as an ODC with the reimbursement of actual costs only.

5. Hours of Work

Hours of work are the normal operational hours plus those hours required for scheduled travel.

CM/PM is expected to conform to the NASA JPL Oak Grove normal operation hours. The CM/PM shall coordinate hours of work with the onsite project manager.

6. Acceptance of Deliverables

The COR will have ten (10) working days to complete his/her review of the deliverables. The COR will accept or reject the deliverables, and the decision will be issued from the CO. The CM/PM shall have five (5) working days to correct the rejected deliverables and return it to the CO.

7. Use of Government Facilities or Personnel

Unless directly related to this Task Order, the Contractor and any employees or consultant of the Contractor are prohibited from using U.S. Government facilities (Such as office space or equipment) or U.S. Government clerical or technical personnel in the performance of the services not specified in the Task Order.
