About this file
This document outlines the statement of work for a prototype contract to develop avalanche photodiode modules for a NASA instrument. The contractor shall deliver prototype 1 and prototype 2 modules to NASA with specified gains between 10,000 and 910,000 Volts/Amps. The contractor must support kickoff, monthly status, and pre-ship meetings. The contractor shall provide module specifications and characterization reports for the eight detector modules measuring performance parameters including quantum efficiency, gain, responsivity, dark current, and noise. The period of performance is contract award on September 30, 2023 through February 8, 2024, a duration of 23 weeks. The contractor shall deliver the prototype module specifications, characterization reports, and quantity four units each of prototype 1 and prototype 2 modules to NASA before the conclusion of the period of performance according to the contract data requirements list.

1 Deliverables The Contractor shall support the meetings and provide deliverable products as specified below.
1.1 Meetings
1.1.1 Kickoff Meeting
The Contractor shall support a 1-hour virtual kickoff meeting within 2 weeks of contract award.
This virtual meeting will allow for discussion between contractor and the National Aeronautics and Space Administration (NASA) regarding performance tradeoffs in selecting the transimpedance gain of the front-end amplifier within the detector module. Other topics of discussion shall include a high-level review of the engineering, production, and testing tasks the contractor will be undertaking to fulfill the contract deliverables.
1.1.2 Monthly Status Meeting
In addition to kickoff (section 1.1.1) and closeout (section 1.1.3) meetings, the Contractor shall support a monthly 1-hour virtual status meeting for the purpose of updating NASA on progress towards delivery of the prototype hardware. The first meeting shall occur 4 weeks after contract award. If mutually agreed by the contractor and the government, updates may be provided via email instead of virtual conferencing.
1.1.3 Pre-Ship Meeting
The Contractor shall support a 2-hour virtual pre-ship meeting during which the contractor’s team shall brief the APD detector module characterization results and provide NASA with an opportunity to review the results with the contractor prior to shipment of hardware. Module specifications and characterization reports shall be made available to NASA 1 week prior to the Pre-Ship meeting.
1.2 Module Specifications
The Contractor shall furnish a specification sheet for both prototype 1 and prototype 2 APD modules. These specifications will indicate the functional and parametric specifications for each model prototype detector. The transimpedance gain of the prototype 1 and prototype 2 specification will be defined by NASA (see section 1.4).
1.3 Characterization Reports
The Contractor shall furnish a characterization report for each of the eight detector modules. This report shall include the manufacture’s measured performance parameters including but not limited to:
• APD quantum efficiency @ 1064nm +/-5nm
• APD gain vs. bias voltage
• module responsivity @ 1064nm +/-5nm
• module dark current
• module noise equivalent power
• module bandwidth
These measurements shall be taken at room temperature and may also be taken at other APD die operational temperatures across the specified temperature range found in Table 1-2 from Excelitas drawing number CD3830.
1.4 APD Prototype 1 & Prototype2 Modules
The contractor shall deliver Qty4 LLAM CD3830 PRO-1 and Qyt4 LLAM CD3830 PRO-2 APD detector modules to NASA. The LLAM CD3830 PRO-1 and PRO-2 units shall be functionally equivalent to NASA-CLIO LLAM CD3830 ENG, per Excelitas document number CD3830, with the exception of the transimpedance amplification gain, which will be specified by NASA no more than 3 weeks after contract award. TIA gain configurations (Gain A for Prototype1 and Gian B for Prototype 2) between 10,000 and 910,000 Volts/Amps will be selected by NASA.
The purpose of these prototype modules is to provide NASA with test articles to confirm noise performance at two distinct gain settings in the lab environment, and to investigate transient response characteristics of the hybridized APD and transimpedance amplifier. As such, the APD and amplifier components shall be functionally equivalent to those proposed for the engineering and flight units.
Applicable sections of Excelitas drawing CD3830 towards this prototype contract include section 1 (general), sections 4.1 through 4.3.3 (general requirements, mechanical requirements, material and finishes), section 4.5.1 (general marking), and section 4.6.1(electro-optical measurements at room temperature). The contractor is not held to other aspects of the LLAM CD3830 ENG specification, including quality assurance provisions for engineering and flight units.
1.5 Contract Data Requirements List (CDRL)
The Contracting Officer's or COR’s electronic approval will constitute acceptance of all deliverables. CDRL001 and CDRL002 shall be reviewed and approved by NASA prior to shipment of CDRL003 and CDRL004. NASA will provide approval or request additional information no later than two business days after the pre-ship review meeting.
