About this file
This document outlines a statement of work for mechanical testing services. The National Aeronautics and Space Administration, specifically the Marshall Space Flight Center, requires an independent laboratory to perform mechanical testing on 336 NASA-developed alloy samples to validate material properties for design use. Services include receiving, inspecting, preparing, machining, and conducting tensile and fatigue testing of various alloy samples, including Ti6Al4V, Stellite 21, GRX-810, Haynes 230, and Monel K-500 produced using different additive manufacturing techniques. The laboratory must complete all work within 25 weeks, be accredited under Nadcap and ISO/IEC 17025, and provide weekly status updates. Testing will be conducted according to the matrices provided to determine properties at various stress amplitudes, strain rates, and temperatures. The final report must include summary data and hysteresis curves.
The related federal contract opportunity is a special notice from the National Aeronautics and Space Administration Shared Services Center soliciting proposals for the specialty mechanical testing of NASA-developed ODS alloys outlined in the statement of work.

Specialty Mechanical Testing of NASA-Developed ODS Alloys Statement of Work (SOW)
The National Aeronautics and Space Administration (NASA), specifically Marshall Space Flight Center (MSFC) has a need for mechanical testing with an independent laboratory to validate material properties for design.
The SOW is as follows:
1. The vendor shall receive all samples and inspect sample numbers for traceability.
2. The vendor shall bag and tag samples in preparation for machining (as needed).
3. The vendor shall machine and perform mechanical testing of all 336 samples according to a matrix provided below under ‘Test Matrix’.
4. The vendor shall complete all machining, mechanical testing (tensile and fatigue) within
25 weeks or less of receiving all samples at their site.
5. The vendor shall be Nadcap AC7101/3 and A2LA (ISO/IEC 17025:2017) accredited per mechanical scope 1140.01. Under the public-private partnership data sharing, additional accreditations such as GE S-400, Pratt & Whitney, Lockheed Martin, Boeing, Honeywell, and Sikorsky are desired.
6. The vendor shall complete machining and grinding (fully machined samples only) of all low cycle and high cycle fatigue (LCF and HCF) specimens (336 total) according to NASA drawing MER05968-001 geometry and ASTM specifications (ASTM E606 and ASTM E466) as required. Some samples may not require machining and/or limited machining in the grip sections only as necessary. Machining shall be controlled to meet all dimensions.
7. The following material test samples, quantities shall complete testing according to the matrix under ‘Test Matrix’:
a. Ti6Al4V, Laser Powder Bed Fusion (L-PBF) – Quantity = 60
b. Ti6Al4V, Laser Powder Directed Energy Deposition (LP-DED) – Quantity = 55
c. Stellite 21, LP-DED – Quantity = 27
d. NASA Alloy GRX-810, L-PBF Fully Machined HIP – Quantity = 36
e. NASA Alloy GRX-810, L-PBF Fully Machined non-HIP – Quantity = 36
f. NASA Alloy GRX-810, L-PBF As-built HIP – Quantity = 27
g. NASA Alloy GRX-810, L-PBF As-built non-HIP – Quantity = 36
h. Haynes 230, L-PBF Machined – Quantity = 20
i. Monel K-500, L-PBF Fully Machined – Quantity = 24
j. Monel K-500, LP-DED Fully Machined – Quantity = 24
8. Digital data summary (excel or csv) along with hysteresis curves shall be provided by vendor.
9. Any anomalies in testing shall be reported and discussed as needed with NASA.
10. Vendor shall provide a weekly update via email or meeting to provide status of sample machining, testing queues, and test completion status.
11. NASA will provide detailed test matrices as necessary.
