About this file
This document outlines a statement of work for a federal contract to conduct various ASTM standard material tests on composite aircraft panels created from NCF and infused resins. The testing is required to support in-house research at NASA Langley Research Center related to resin infused composites and the HiCAM program.
The contractor will cut test specimens from supplied aircraft panels and conduct tensile, compressive, shear, and drying tests according to ASTM standards to determine properties like strength, modulus, and post-rupture data. Tests include 0, 90 degree tensile and compressive tests, in-plane shear tests, and specimen drying. The contractor will deliver tested specimens and data to NASA Langley by October 31, 2024. The related federal contract opportunity is solicitation number 80NSSC23846130Q from the National Aeronautics and Space Administration Shared Services Center to provide the ASTM testing services outlined in the statement of work.

STATEMENT OF WORK
1. Objective/Requirements
Standard ASTM material testing is required to carry out Hi-rate Composite Aircraft
Manufacturing (HiCAM) and NASA Langley Research Center (LaRC) in-house infusion and stitched/infused research. The material will be created from NCF and then infused to create the panels from which the test specimens will be cut. The material testing is in direct support of NASA in-house work that is complementary to and supportive of resin infused composites work being conducted under HiCAM.
2. Characteristics, Scope, and Specs
Conduction of various ASTM standard tests and associated activities to include:
Panels and cut diagrams will be supplied to the vendor. Panels may be shipped in more than one batch for testing. Vendor will cut and test the specimens indicated in the above table. Tested specimens and panel scrap will be returned to NASA in the original shipping crate at the following address:
Data will be delivered in electronic form to the technical lead, via e-mail, large file transfer, or other means agreed upon by the technical lead.
3. Place of Performance
Deliver tested specimens to NASA Langley Research Center, Hampton, Virginia per address above.
