About this file

This statement of work outlines requirements for upgrades to NASA's HYPERFIRE system to support plume surface interaction testing. The contractor shall design, fabricate, and demonstrate modifications to the HYPERFIRE system to deliver ethane propellant to a test article interface at specified mass flow rates from 0.06 to 0.3 kg/s, temperatures from 650 to 750 K, and pressures from 4 to 21 MPa within 0.2 seconds of a start command. Deliverables include the upgraded HYPERFIRE system hardware, demonstration test data, and updated design documents. The fully upgraded system must be delivered to NASA's Langley Research Center by March 1, 2024 to support testing there. The contractor shall provide monthly status updates and be prepared to assist with on-site installation.

Statement of Work:

HYPERFIRE System Upgrades and Validation Testing

Purpose: NASA’s Human Landing System (HLS) program will conduct subscale Plume Surface Interaction (PSI) testing at Langley Research Center (LaRC) in mid-2024. Tests will require heated ethane propellant for inert simulation of rocket plume aerodynamics. This effort will prepare NASA’s existing HYdrocarbon Propellants Enabling Reproduction of Flows in Rocket Engines (HYPERFIRE) system to deliver ethane to the PSI test article interface at a set of specified conditions.

Scope: The contractor shall design, fabricate, and execute any and all modifications or additions to the HYPERFIRE system necessary to meet PSI test objectives. This includes procurement and installation of any requisite valves, sensors, tubing, insulation, heaters, or other hardware components. Upon completion of system upgrades, the contractor will be required to experimentally demonstrate the envelope of system performance with a full mockup of the PSI run line and a NASA-furnished test article.

After NASA inspection and acceptance, the contractor shall prepare the system for transport and assist in its installation on-site at LaRC.

Requirements: Post-upgrade, the HYPERFIRE system must be capable of delivering the following range of fluid conditions for a minimum duration of 6 seconds at a test article interface up to 20 meters from its integrated thrust structure:

- Ethane mass flow: 0.06 - 0.3 kg/s

- Temperature: 650 K (required) - 750 K (desired)

- Pressure: 4 - 21 MPa

The system must deliver specified steady-state conditions within 0.2 seconds of receiving a start command, with shorter transients being desirable. The system’s Data Acquisition and Control System shall also be capable of synchronization with its LaRC facility counterpart.

Deliverables:

- HYPERFIRE system hardware, including the mockup PSI run line.

- System capability demonstration data in comma-separated values (CSV) format.

- Updated versions of all HYPERFIRE drawings, diagrams, schematics, operating procedure, and CAD files reflecting the upgrades.

Deliverables Schedule: Upon award, the contractor shall provide a schedule of all non-hardware deliverables (design documents, test data, etc.). As the effort progresses, the contractor shall present a brief formal status update on a monthly basis. The fully-demonstrated HYPERFIRE system, including upgrades and run line, must be delivered to LaRC by March 1, 2024. Contractor personnel shall be prepared to provide on-site installation assistance on that date. Failure to meet this deliverables schedule will impact the broader HLS program; punctuality shall be considered non-negotiable.

Applicable Standards:

- NFPA 496:2017 Edition - Standard for Purged and Pressurized Enclosures for Electrical Equipment

- NFPA 497:2017 - Recommended Practice for the Classification of Flammable Liquids, Gases, or Vapors and of Hazardous (Classified) Locations for Electrical Installations in Chemical Process Areas

- NASA-RPT-STD-8070-001 REV 2-1, Surface Cleanliness Standard for Fluid Systems for Rocket Engine Test Facilities of the NASA Rocket Propulsion Test Program

- NASA-STD-8719.17 REV C, NASA Requirements for Ground-Based Pressure Vessels and Pressurized Systems (PV/S)

- SSTD-8070-0126-PIPE REV B-2, Tubing Systems for Facility Systems, Special Test Equipment, and Aerospace Hardware

Performance Period: Date of award – October 30, 2024

Quality Assurance: The Contract Administrator and government reserve the right to inspect all work at all times during and upon completion of fabrication and to witness any or all tests. The contractor shall cooperate fully to enable the COR or government designated representative to be present at the performance of any or all tests and any other activity as specifically requested. The contractor shall furnish all equipment and materials for all tests except where stated otherwise. The contractor shall notify the COR one month prior to performance of any and all tests.
