About this file
This statement of work outlines requirements for a commercial aviation services contract to support NASA Earth science research missions. NASA seeks proposals for a business class aircraft with a minimum range of 3,000 nautical miles and altitude of 35,000 feet to perform coincident airborne data collection with AVIRIS NG and LVIS instruments. Proposers must provide the aircraft tail number and availability, basing and operations plans, and a sample mission cost estimate for an 80-flight hour mission from Sao Tome, including specific transit routes, required aircrew and support personnel, and all associated mission costs. Successful applicants will receive access to NASA engineering documents on nadir-viewing port installation for consideration in supporting contracted aviation services. Proposals are due by 1 October 2023 for performance from 1 October 2023 through 31 March 2024.

STATEMENT OF WORK
Evaluation of Commercial Aviation Service Business Jets for NASA Earth Science Research
1. Objective/Requirements
The Airborne Science Program (ASP) within the NASA Science Mission Directorate supports the science community by enabling access to aircraft to meet project or mission requirements. The Program funds maintenance and operations of government unique, highly modified aircraft at several NASA field centers. Not every instrument or concept requires these high value assets to accomplish their goals, in which case the Program also encourages the use of commercial aviation services for projects where commercial aviation services are available and proven to be safe and reliable.
NASA currently operates several Gulfstream business jet class aircraft including 3 G-III/C-20s, a newly acquired G-IV, and a GV. Two of the G-IIIs are dedicated to Synthetic Aperture Radar (SAR) missions, while the others have been modified with nadir-viewing ports to accommodate optical systems and LIDAR measurements.
NASA intends to fund up to 5 proposals with the objective to provide a special use mission aircraft, via a business class aircraft that the provider either owns or would purchase, with a minimum range and altitude of 3,000 nautical miles altitude of 35,000 ft respectively. The maximum dollar amount expected to be awarded for this phase of each project will be $10,000.
2. Characteristics, Scope, and Specs
The contractor shall perform the following duties:
• Provide a concept study to perform coincident airborne data collection with the NASA AirborneVisible-Infrared Imaging Spectrometer - Next Generation (AVIRIS NG) https://avirisng.jpl.nasa.gov/ and NASA's Land, Vegetation, and Ice Sensor (LVIS) https://lvis.gsfc.nasa.gov/Home/index.html with an airborne platform that meets the minimum business class aircraft capability (paragragh 1.0) o Provide the tail number of any proposed aircraft and NASA mission availability date. If the aircraft is not owned by the contractor, provide the concept to acquire and the proposed schedule.
o Provide base location or basing strategy, aircrew and support staffing plan, and concept of operations o Provide a sample mission cost estimate for the following Airborne Science Program mission based out of São Tomé:
§ 80 flight hours including transit.
§ Provide specific transit route and any stopover locations (if required) § Aircrew and support personnel required to perform the mission.
§ Company certifications required to meet NASA procedural and FAA requirements for aircraft operations. (see NPR 7900.3D, Chapter 10)
§ Mission Peculiar Costs (MPCs) including all costs required by the aircraft, aircrew and support personnel including: hangering, fuel rental cars, hotels, basing/flight fees for the proposed aircrew and support personnel.
Awardees under contract to NASA will given access to NASA drawings and engineering analysis related to nadir viewing port installation including:
