About this file

This document provides justification for a sole source procurement of a Julabo PRESTO A40 circulator, connection hardware, and compatible Thermal P60 fluid to support continuous testing of Stirling convertors. The procurement is needed to maintain constant temperature control between -92°C to 250°C with rapid heating and cooling capabilities for reliability testing. Other circulators considered either have insufficient temperature ranges, pressure variations intolerable for test articles, or closed-loop configurations limited to 40°C. Compatibility issues would also arise with alternative fluid options. As the Stirling Research Lab currently uses several of these circulators, no compatibility problems will result. The related federal contract opportunity posted on the National Aeronautics and Space Administration Shared Services Center website seeks this circulator and associated supplies with a solicitation number 80NSSC23842591Q for the Julabo Presto A40.

Justification for Other than Full and Open Competition

Items: Julabo PRESTO A40, connection hardware, & Compatible Fluid

The procurement for a Julabo PRESTO A40 and Thermal P60 fluid is to support continuous 24/7 testing of Stirling convertors for building a reliability database. Circulator challenges faced while operating continuously include fluid evaporation, water condensation, fluid compatibility issues, fluid environmental and health concerns, short life expectancies, narrow temperature range, long time delays for heating and cooling, and circulator physical size. The Julabo PRESTO A40 paired with the manufacturer recommended Thermal P60 provides a solution for all of these issues. Its small footprint is ideal for fitting beneath the table at each test station. The fluid meets environmental and healthy safety requirements, while also meeting compatibility needs for the circulator and test needs. This circulator has closed-loop operation, which mitigates fluid evaporation and water condensation. This circulator is unique in its ability to maintain constant line pressure over working temperature range of -92 C to 250 C with rapid heating and cooling. After extensive searching, this circulator is the only closed-loop configuration found that meets all needed capabilities in a single, compact unit. Other closed-loop circulators have an upper operating temperature limit of 40 C, which falls well below what is needed for our testing. Also, other closed-loop circulators are limited in temperature range due to line pressure variations that are caused by fluid temperature changes, which our test articles are unable to tolerate. In addition, the Stirling Research Lab is already utilizing several of these units, so there will be no compatibility issues with this unit.
