STATEMENT OF WORK

Computer-Aided Dispatch Upgrade

Protective Services Division

Johnson Space Center

1. Objective/Requirements

The Protective Services Division requests/requires a Computer-Aided Dispatch (CAD) cloud-based software solution for managing our emergency operations to include both police and medical dispatching systems and the incident reporting system.

2. Characteristics, Scope, and Specs

The CAD system must be a cloud computing computer aided dispatch software program specializing in information security, governance, risk, and compliance, and information security.

The CAD system must facilitate the Johnson Space Center’s Emergency Dispatch Center’s ability to: provide overall incident management; migrate, store and recall perspective incidents; link personnel records to incident types or escalated activity records; archive perspective data, standardize activity list reporting; have a review filtering capability for incident list report standardization; improve command and control capability; archive all events, activities, and responses; retrieve archived data; eliminate downtime, increase operational efficiency and be capable of updating activity types to accommodate additional onboarding groups; analyze site configurations; recommend industry state-of-the-art solutions; and develop implementation strategies.

3. Deliverables For Computer-Aided Dispatch must include but are not limited to providing solution consultation, architecture, migration, and integration capabilities compatible with

CAD applications. These must be based on expert knowledge of industry and product best practices. The contract must also facilitate client learning and provide training, identify gaps, and recommend appropriate actions, provide best practices guidance as needed, provide overall review of design and configuration based on best practices, while also increasing efficiencies. The contract must also assign a primary point of contact, maintain high customer satisfaction with consistent results via regular communication (in person, email, and landline/cell phone…also see paragraph 6, this document)

4. Deliverables for Solution Architecture from the contract must include managing the change control process to deliver business objectives; configure the application based on expert knowledge of industry and product best practices, while also identifying gaps and providing recommendations to appropriate actions.

5. Deliverables for Migration and Integration from the contract must include working with

Project Manager/Consultant Lead to schedule and prioritize the migration and/or integration and direct consultation on migration and/or integration data mapping based on best practice to meet customer needs. Additionally, the contract must take an active role in executing all migration and/or tasks that are not related to configuration within CORE.

6. Other contract deliverables include assigning a dedicated project lead to act as a primary point of contact for the NASA Protective Services team, including: Ensuring the NASA

Protective Services team has the necessary resources and support to execute effectively;

maintain and agree upon an updated project plan with all project activities; obtain and provide information, data, decisions and approvals within a reasonable time as requested;

help resolve project issues and escalate issues within NASA Protective Services; attend all project status calls; discuss and provide business and functional requirements in workshop sessions; provides feedback, approval, and sign-offs as requested and provides reasonable and timely assistance as required to complete its activities

NASA Johnson Space Center, 2101 E NASA Pkwy, Houston, TX 77058

8. Period of Performance

Overall anticipated start date for use of CAD cloud-based software is immediate, not to exceed 1 Aug 2023. NASA may delay work associated with software installation due to mission and holiday schedules. NASA is aware of supply chain issues that may affect product and equipment availability that may require adjustment to the projected completion time.
