Statement of Work
Dome Repair and Maintenance for the Eugene Stansbery-Meter Class Autonomous Telescope (ES-MCAT) deployment to Ascension Island Auxiliary Airfield (AAF)
This SOW governs the process by which the vendor(s) will provide repair and maintenance of the dome enclosing the ES-MCAT Telescope.
The 1.3-m NASA ES-MCAT Telescope is located on Ascension Island.
1.0 TASK
Dome repair and maintenance.
1.1 Background
The Orbital Debris Program Office (ODPO) at NASA Johnson Space Center (NASA-
JSC) operates and maintains the 1.3-m ES-MCAT telescope at Ascension Island
Auxiliary Airfield (AAF). The telescope was conceived, designed, and constructed by NASA- JSC and the Air Force Research Laboratory (AFRL) Detachment 15, Maui, HI. ES-MCAT’s purpose is to characterize the orbital debris environment in support of spaceflight safety. The primary observation goal for the telescope is extending geosynchronous orbit (GEO) coverage to smaller and fainter orbital debris than can be obtained from other available data sources.
The telescope is enclosed by a fast-tracking dome manufactured and installed by
Observa-DOME Laboratories, Inc. to accommodate tracking debris at all orbital altitudes. The harsh environment of Ascension Island has led to rusting and degradation of several dome components that are required to open and close the dome shutter to enable telescope observations.
The scope of work includes:
(1) Change the shutter airframe cables to stainless steel airframe cables
(2) Replace seal around shutter edges to thicker, UV resistant seals
(3) Replace dome shutter T-pin
(4) Adjust blades on slip rings to resolve shaking when dome is rotated
(5) Check resin/plastic pulleys for wear and replace as needed
(6) General corrosion removal and prevention
(7) General maintenance involving motors, gears, skirt, casters, etc.
(8) Train new on-island support personnel on how to maintain the dome.
1.2 Objectives
Ascension Island is a highly corrosive sea-level, marine environment with 60-90% average humidity. Thus, dome components suffer from corrosion and periodically need replacement and repair.
The contractor shall perform the repairs listed in section 1.1 according to the following minimum requirements.
1.3 Requirements
1. Dome and dome operations shall meet requirements 7.1.7, 7.1.8, and 7.1.8.2 specified in the MCAT System Requirements Document, Rev 3 (24 May
2016):
7.1.7 Enclosed dome with slit opening (to protect telescope).
7.1.8 Automation required for opening/closing/moving the dome
7.1.8.2 Feedback of dome aperture open/closed status.
2. Tests and Inspection
A. Verification of requirements will be performed according to tests as specified in the MCAT System Acceptance Test, to be coordinated with
ES-MCAT technical staff:
7.1.7 Enclosed dome with slit opening (to protect telescope) – verification by inspection
7.1.8 Automation required for opening/closing/moving the dome – verification by demonstration
7.1.8.2 Feedback of dome aperture open/closed status – verification by demonstration
1.4 Deliverables
1. Any applicable maintenance procedure documents associated with the repair of any items listed in section 1.1 shall be provided by the vendor.
2. A certificate of field-test and/or inspection or similar quality assurance documentation shall be provided by the vendor.
3. Approval by NASA of the successful completion of all services listed in section 1.1 will include final on-site review of dome and dome operations to confirm verification of requirements stated in section 1.3.
2.0 Place of Performance
All repair and maintenance tasks shall be performed on-site at the ES-MCAT facility on
Ascension Island. NASA will coordinate and fund the transportation of personnel to and from Ascension AAF via military transport. Vendor will coordinate transportation between vendor’s location and military transport departure locations. Necessary preparatory tasks to support the tasks listed in Section 1.1 may be performed at the vendor’s location.
3.0 Period of Performance
Period of Performance shall be 3 weeks (or less) beginning 16 July 2023 unless the NASA
Contracting Officer authorizes an extension via the issuance of a unilateral modification to the purchase order.
4.0 Warranty
Vendor shall provide details of any warranties for the repair/maintenance tasks.
Repair/maintenance warranty information will be considered in evaluation of proposals.
5.0 Acceptance of Deliverables
All deliverables will be considered accepted upon official notice from the NASA
Contracting Officer.
6.0 Expertise Requirements and Considerations
Vendor shall provide experience performing maintenance and repair tasks for the ES-
MCAT facility on Ascension Island.
7.0 Contracting Officer’s Technical Representative (COTR)
The COR/COTR is designated by the Contracting Officer to perform technical liaison between the contractor’s management and the Contracting Officer in routine technical matters constituting general program direction within the scope of the contract/task order.
Under NO circumstances is the COR/COTR authorized to effect any changes in the work required under this contract/task order whatsoever, or enter into any agreement that has the effect of changing the terms and conditions of this Task Order, or that causes the Contractor to incur any costs.
In addition, the COR/COTR will NOT supervise, direct, or control contractor employees.
Notwithstanding this provision, to the extent that contractor accepts any direction that constitutes a change to his contract/task order without prior written authorization of the
Contracting Officer, costs incurred in connection therewith are incurred at the sole risk of the contract, and if involved under this Task Order will be disallowed.
On all matters that pertain to the contract terms, the contractor must communicate with the
Contracting Officer. Whenever, in the opinion of the contractor, the COR/COTR requests efforts beyond the terms of the contract, the contractor shall so advise the Contracting
Officer. If the COR/COTR persists and there still exists a disagreement as to the proper contractual coverage, the Contracting Officer will be notified immediately, preferably in writing.
Proceeding with work without proper contractual coverage may result in nonpayment or necessitate submittal of a contract claim. The prime contractor’s management should clearly communicate this position to its employees working on this contract and to any subcontractors also providing support.
