About this file

This statement of work defines the requirements for procuring composite overwrapped pressure vessels from a vendor for use in Orion crew survival systems. NASA seeks eight Class I pressure vessels meeting specification 81091SNEC4XXLXBX from the vendor. Deliverables are due by October 31, 2023 and must include acceptance data packages documenting assembly, testing, materials certification, and inspection per standards including DOT CFFC Basic Requirements and SP 14154. The vessels must be assembled, tested, and inspected according to approved plans and nonconformances must be reported. Packaging and shipping requirements include compliance with DOTSP14154 for temperature controls, markings, and documentation.

4.0 Hardware Assembly, Testing, and Stowing Requirements

4.1 Hardware Assembly Requirements

NASA shall review and approve the vendor’s assembly and testing plan prior to production. During production the vendor shall meet with NASA periodically to inform NASA of production progress and any nonconformances including resolutions in a timely manner. The vendor shall adhere to and include in the COPV Certificate of Conformance (CofC) with each hardware deliverable the following:

4.1.1 DRAWING

o Verification the assembly 8109‐1‐S‐NE‐C4‐XX‐LX‐BX, Composite Overwrapped Pressure

(200 Cl. 5000 PSI, DOT CFFC) was manufactured per the drawing 8109 Rev H drawing.

NASA shall be notified of any updates or revisions to the drawing.

o Provide Material Certifications for all materials used including material date of manufacture.

o Complete the As Built As Designed in Appendix A.

4.1.2 DOT‐CFFC Basic Requirements for Fully Wrapped Carbon‐Fiber Reinforced Aluminum

Lined Cylinders o Verify the assembly 8109‐1‐S‐NE‐C4‐XX‐LX‐BX is fabricated, tested, and marked per the

DOT‐CFFC. In House Quality Required o Include the CFFC‐15 Inspector’s Report with data from – DCMA Required

Lot Acceptance Testing on the non‐delivered COPV:

CFFC‐10 (d) Ambient Temperature Cycling Pressurization

CFFC‐10 (b) Burst Test Acceptance Test Data on all the delivered COPVs – DCMA Required

Autofrettage per the drawing 8109‐1‐S

CFFC‐13 (a) Hydro test/proof pressure

4.1.3 SP 14154

o Verify the assembly 8109‐1‐S‐NE‐C4‐XX‐LX‐BX is inspected and tested per the SP‐14154.

In House Quality Required

4.1.4 Inspection of the COPV for Fracture Control by a qualified COPV inspector prior to shipment to JSC. – NASA will send the COPV inspector if needed.

o A qualified COPV inspector must:

complete the damage detection training program offered by NASA’s White Sands

Test Facility (WSTF) or equivalent have in‐house written procedures governing COPV inspector certification

(equivalent to level II per AIA NAS 410 or SNT‐TC‐1A) be approved by the NASA Pressure Systems/Fracture Technical Discipline Lead and as applicable the appropriate payload/launch site safety authority.

5.0 Applicable Packaging and Shipping Requirements

The vendor shall adhere to and include in the COPV Certificate of Conformance (CofC) that the following requirements were met for the packaging and shipping of the hardware deliverables.

Packaged in accordance with 173.301(a)(9).

A current copy of DOT‐SP14154 is provided with the shipment.

Packaging is marked per DOT‐SP14154 (8)(f)

Storage and transportation of the hardware shall be within the temperature range of 32 – 122 degrees F.
