STATEMENT OF WORK for NASA FIRST Reimagined
1. Objective/Requirements
NASA FIRST (Foundations of Influence, Relationships, Success, and Teamwork)
Reimagined focuses on developing leadership capabilities and intra-agency collaboration by exploring three components: NASA as an agency, awareness of self, and team dynamics.
The focus of this program is twofold, the first is to help emerging leaders stretch beyond their respective technical expertise to eventually take on Team Lead and other leadership roles; and the second is to equip emerging leaders within the NASA workforce with the necessary management and leadership skills that are essential to success as a result of promotions to higher levels and to prepare employees for leadership roles so they can best accomplish NASA’s mission.
The requirement for this task is that the vendor will lead the implementation and facilitation effort for the NASA FIRST Reimagined Program.
2. Characteristics, Scope, and Specs
NASA is a very diverse organization that employs engineers, scientists, researchers, technicians and administrative professionals that support research efforts from varying backgrounds and ages.
The NASA FIRST Reimagined Program is expected to launch April 2022 with 60 participants (GS 11-12 or GS 13s with less than 1 year in grade experience).
The nine (9) month part-time program will be conducted in a hybrid learning environment with a mix of virtual and in-person sessions.
Over the course of the program there will be 3 in-person modules as well as a separate in person graduation event. Modules will run from Monday – Thursday and be held at various
NASA centers. The graduation event will be held at NASA HQ in Washington, DC.
Building on the previous NASA FIRST Redesign and development task, the contractor shall provide all the necessary labor and resources to facilitate and deliver work for this task including:
• Acting as lead facilitator for the entire program which consists of 3 modules and one graduation.
o Module one: 16 hours planned virtual delivery, 40 hours face to face delivery, 2 hours learning group coordination and 10 hours interim session coordination.
o Module two: 8 hours planned virtual delivery, 28 hours face to face delivery, 2 hours learning group coordination and 10 hours interim session coordination.
As of 12-13-21 2 o Module three: 12 hours planned virtual delivery, 28 hours face to face delivery, 2 hours learning group coordination and 5 hours interim session coordination.
o Graduation: 16 hours delivery.
o 12 hours administration for assessments.
• Lead the implementation of the content design and facilitation effort for the NASA
FIRST Reimagined Program.
• Lead six (6) Coaching Learning Groups made up of 2 coaches in each learning group.
o Consult and advise 12 internal NASA Coaches who will coach 5 participants each on focus areas and upcoming content, including brief descriptions of assessments used throughout program.
• Working with the NASA FIRST Project Manager and Coaching Program Manager, the vendor will act as an external consultant in supporting the success of the overall program.
o Continually evaluate the needs of the program and suggest revisions and tweaks, as required.
• Vendor will provide and administer the following program assessments for 70 individuals:
o Hogan Suite of Assessments o EM 360 assessment o IDI assessment.
o Conflict dynamics assessment.
• NASA will provide:
o Additional facilitators as needed to deliver content and activities.
o All internal coaches.
o Administration of all logistics and administrative details.
Note: Content and materials have already been completed via another task.
3. DATA / DELIVERABLES:
The Contractor shall provide:
• A facilitation plan and schedule for the program and for leading the Learning Groups of
Coaches
• Daily tag-up with the NASA Project Manager and Coaching Program Manager.
• NASA shall have unlimited rights to all deliverables of this Task Order.
4. PLACE OF PERFORMANCE:
A portion of each module (whether prior or during) will be done virtually with the remaining days of the program in-person. Depending on the status of COVID and subsequent variants, it’s possible, some of the modules may be entirely virtual or that some modules may be delayed due NASA and/or CDC restrictions on travel or in-person gatherings.
5. PERIOD OF PERFORMANCE:
June 1, 2023 through December 31, 2024

6. NASA FURNISHED ITEMS:
NASA will provide:
• Technology and project capabilities
• Meeting platforms (as needed)
• Logistic Requirements (such as, meeting space, paper, notebooks, pens, poster paper, etc.)
