STATEMENT OF WORK
Security System
White Sands Test Facility
1. Objective/Requirements The Protective Services Division requests an external unbiased assessment of the existing Closed-Circuit Television (CCTV) system, intrusion detection and access control at the White Sands Test Facility (WSTF) with recommendations for Security Management System (SMS) improvements to raise the level of protection, safeguard employees, operations, and infrastructure at this important facility. WSTF has standardized with a Genetec Video Management System, Axis CCTV cameras, Lenel control panels and HID card readers but the deployment of equipment is disorganized, and support lighting is poor to non-existent in many areas.
The CCTV cameras, intrusion detection, and access control equipment are part of the SMS and the Enterprise Physical Access Control System have not been deployed routinely. Some of the existing infrastructure does not meet NPR requirements. WSTF requires a Basis of Design for a site-wide integrated CCTV system, intrusion detection and access control plan. Note: The Basis of Design should be primarily focused on the areas where structures are already in place and daily NASA related work conducted and not over focused on the external perimeter, which in most cases is not fenced due to the extremely large footprint WSTF maintains. However, critical facility infrastructure such as water wells, water storage tanks, power stations, sub-stations, etc., should be included in the overall assessment.
2. Characteristics, Scope, and Specs
The Contractor is required to analyze site configurations, recommend industry state-of-the-art solutions, and develop implementation strategies. The scope involves: the basis of design for a CCTV system, intrusion detection, access control and monitoring plan, the definition and placement of security equipment, specification of equipment by model, type and number of components, the installation guidelines, the drawings and supporting documentation that allows for an efficient and effective security management system for WSTF.
The Basis of Design document will describe the SMS: depict the system operation; describe camera, primary fields of view, intrusion detection alarm, and card readers locations. In addition to listing equipment components by model number, a basic riser of the system layout, communication and power scheme will be included to assist in system understanding.
Installation methodology will be described as it pertains to Power over Ethernet (PoE), fiber optic cables, connectors, and equipment mounting. The Basis of Design will include console layout, typical camera(s) installation and “head end” depiction. Furthermore, the Basis of Design will also include and record any observed deviations from NASA Standards.
3. Deliverables For CCTV Basis of Design
1. The Contractor shall research, analyze, and prioritize camera locations based on a surveillance system philosophy. Each camera location for all phases of the work shall be reviewed for proper Field of View (FOV), lighting, signal, and power cable routing, mounting and environmental conditions. A final layout of all camera locations shall be developed on a CAD (computer aided design) drawing of all pertinent floor plans.
2. The Contractor shall, upon completion of this study, support the Basis of Design project by giving the WSTF the tools necessary for a complete and effective camera surveillance system. Camera location:
Camera Location Report that outlines the type and description of camera locations.
Camera Priority List that ranks the cameras by importance.
Layouts that will provide a visual aid of the camera locations.
Will include and record any observed deviations from NASA Standards.
4. Deliverables For Intrusion Detection Basis of Design
The contractor shall survey, analyze, and research the existing security console equipment including perimeter protection devices, surveillance systems, fire warning systems, communication equipment and other existing console systems. The contractor shall make recommendations about the ability of these systems to upgrade and migrate to NASA security standards. Existing systems will also be researched to determine if they are obsolete or no longer used by NASA. The objective of this part of the project is to provide a well-designed monitoring system that is operator-friendly and functionally enduring (long-term).
Furthermore, the Basis of Design will include and record any observed deviations from NASA Standards.
5. Deliverables For Access Control Basis of Design
1. The Contractor will develop with WSTF input an intrusion detection and access control strategy. The plan will detail the access control installation schedule, data conversion, demarcation of Installer/Government duties, and identification of any information or site data requirements regarding the proposed security system.
2. The Contractor will provide a comprehensive Basis of Design report that details the placement, type and location of hardware, intrusion detection, access control and security equipment. The Contractor will specify the hardware, intrusion detection, access control components and ancillary equipment by model, type, and number of components.
Furthermore, the Basis of Design will include and record any observed deviations from NASA Standards.
6. Deliverables For the Basis of Design
The Contractor will develop a complete drawing package for the security equipment installation; provide installation guidelines in accordance with drawing standards, such as riser and typical diagrams, and prescribed configuration and manufacturers’ governing documentation. The Contractor will development documentation for Security Equipment Layout, Point-to-Point Conduit Routing (Riser), and Security Equipment Details.
The Contractor will provide documentation of meetings, conversations, and as-built drawings regarding all aspects of this project security design, equipment procurement and installation for CCTV, intrusion detection, access control and monitoring equipment. The Construction Documents include a final set of drawings and specifications submitted as one package, in both hardcopy and electronic format.

7. Overall deliverable report formatting: The contractor will provide an initial (informal) and final (formal) deliverable assessment report that provides suggested prioritization of all recommended actions, estimated cost (if applicable), clearly identify those actions that should be addressed immediately (low hanging fruit to mitigate threats) and also actions that should happen, but can wait until additional funding and resources are available.
8. Period of Performance
Overall project is estimated at 120 workdays with an anticipated start date of 15 June 2023. NASA may delay work due mission and holiday schedules. NASA is aware of supply chain issues that may affect product and equipment availability that may require adjustment to the projected completion time.
