STATEMENT OF WORK
1. Objective The overhead bridge crane in Building F-010, Room 125 requires a fall protection system to protect workers located on the walkway along the western bridge girder. The existing walkway has a handrail on one side but does not protect workers from falling between the bridge girders.
Additional fall protection is needed to protect workers along the entire length of the walkway.
The contractor shall design, supply, and install a horizontal lifeline system along the 57-foot span of the walkaway.
2. Objective/Requirements
• Contractor shall provide equipment, labor, and materials necessary to design, fabricate, and install one horizontal lifeline system, approximately 57’ long including all necessary steel posts and anchor points for the lifeline. See Appendix B for photos of the existing crane.
• The design drawings and calculations shall be signed and sealed by a professional engineer registered in the Commonwealth of Virginia. The calculations shall include an analysis of the existing structure to determine if it can support the new fall protection loading. All travel, per diem costs, equipment, and labor shall be provided to travel to the site, safely access, measure, and analyze the structure.
• If it is found that the existing structure cannot support the new fall protection loading, a contract modification will be negotiated to design and perform the required modifications.
• The existing crane structure was tested for lead paint and the test report is shown in
Appendix A. The structure was shown to be positive for lead paint. The contractor shall provide for the remediation of the lead paint in the areas that will be disturbed (creating a dust from the existing paint) by installation of the new static safety line system and any required modifications to the structure. The lead paint removal shall be performed by a current Virginia Department of Professional and Occupational Regulation (DPOR) Licensed firm for lead- based paint abatement. Abatement plans and disposal documentation shall be provided to the NASA WFF Lead Abatement Program Manager.
• There is one existing access point for the walkway that can only be used when the crane is aligned with it. When it is not aligned a manlift is used to access the walkway. The contractor shall modify the existing walkway guardrail and install a self-closing safety gate to provide a safe and easy transition to the walkway from the lift.
• The design submittal shall include information on the Service Life of the system, required annual inspections by a Qualified Person, and maintenance that is required for the system (tension checks, etc.). Also, the design shall indicate if other manufacturer’s connecting devices (such as lanyards, SRDL’s, etc.) can be used that may already be on site.
• The design of the fall protection system and the contractor’s work on site shall be in accordance with all applicable provisions of OSHA 1910, ANSI Z359 Series, and NASA Technical Standard 8719.9B.
• The contractor shall provide all necessary equipment for personnel to safely access the crane structure. All equipment necessary to erect and attach the components shall be provided. Contractor shall provide measures to keep personnel away from the area beneath the crane during demolition or installation activities. All travel and per diem shall be provided by the contractor.
• Access for equipment and materials to room N-125 is through a 10’ wide x 14’ high overhead door in the north wall. All materials and equipment designed or selected by the contractor will have to pass through this opening.
• The supply of the lifeline shall include two cable trolleys, two full body harnesses, and two shock absorbing lanyards.
• All material shall include shipping and handling costs.
• The contractor shall install all cable components, connecting means, tensioning and terminations for the horizontal lifeline system.
• After completion of the work, a walkthrough shall be conducted for final acceptance. At this time basic training shall be provided to onsite staff along with a user manual covering the operation, inspection, and maintenance of the system.
• All personnel that come on site must be badged by NASA Security before entering the base. Employee names as they appear on a photo ID must be provided a week in advance before arrival to allow the badging office to process their information.
• Contractor shall prepare and submit a safety plan for the project sitework that addresses the hazards associated with the means and methods for the project.
Contractor shall conduct daily safety briefings with the jobsite crew to identify hazards associated with the activities.
• Contractor shall submit a schedule for the work and shall notify NASA two weeks in advance of sitework so that NASA activities near the crane can be adjusted to accommodate the work. Contractor shall provide for bi-weekly progress meetings by Microsoft Teams, or on site beginning after award and carrying through the end of the project.
• Any hot work done on site requires a Hot Work Permit from the on base Fire Department. Permits are obtained by calling

Lead Survey
Dear Skye, On March 28, 2023 Sussex Environmental provided a lead survey at the above referenced property. The inspection was provided to test for lead on the overhead bridge crane.
Attached is the report for the property based on survey provided. The invoice will be sent separately.
Please feel free to call if you have any questions. Thank you for using our services.

Lead Survey Results
Sussex Environmental Consultants (SEC) was retained to conduct a limited lead paint survey at NASA F-10, Wallops Island, Virginia on March 28, 2023. The sampling was provided to assess presence of lead on the overhead bridge crane located in building F10.
The painted surfaces were sampled for possible lead paint using a direct reading Heuresis XRF instrument. The building components were sampled and are deemed lead paint containing if they contain >1.0 mg/cm2. The survey identified the following as lead containing:
Overhead Bridge Crane Parts 1.3 - 6.7 mg/cm2
The lead painted materials must be addressed as lead if sanded or paint is disturbed.
The contractor addressing lead painted surfaces must meet requirements for EPA's Lead Renovation, Repair and Painting Rule (RRP Rule). This rule requires that firms performing renovation, repair, and painting projects that disturb lead-based paint in homes, child care facilities and pre-schools built before 1978 have their firm certified by EPA (or an EPA authorized state), use certified renovators who are trained by EPA-approved training providers and follow lead-safe work practices.
Building demolition activities have the potential to produce hazardous waste if lead-based paint is dry scraped, dry sanded, or heated. Lead Safe Work practices shall be enforced at all times due to the presence of lead-based and lead-containing paints within the project area.
