NASA Earth Science Division Statement of Work August 25, 2022
Scope: Catalyst Biodiversity Conservation Accelerator Launch Support
Introduction Over the past two years, NASA has engaged colleagues from the State of California and its partners—including more than seventy biodiversity conservation stakeholders representing academia, nonprofits, federal and state agencies, Tribal governments, philanthropies, and the private sector. NASA has done so to understand what the State and biodiversity practitioners need most to accelerate biodiversity conservation leveraging NASA’s unique vantage of the Earth as a system.
Based on what we have heard, NASA is providing seed funding for the Catalyst initiative for biodiversity conservation (see figure below) to help stakeholders in and around California to meet their conservation goals.
Statement of Work The following scope outlines the support NASA seeks in order to continue engaging stakeholders (existing and new) to launch Catalyst in late 2022 through mid-2023.
The vendor will work with NASA Earth Science staff to deliver the following:
● Inspire creative and strong proposals from more diverse constituencies
○ Help NASA spread the word about its ROSES solicitation to inspire diverse stakeholders to respond with qualified proposals (e.g., support facilitating webinar(s) for stakeholders statewide, social media tools for NASA’s use, direct engagement with key partners to help them spread the word about the solicitation and articulate in their own words the value of engaging with Catalyst).
● Leverage NASA’s investments to further accelerate biodiversity outcomes powered by Earth observations
○ Collaborate with those who have expressed interest in side-by-side funding (as Mark
Gold did during our State of California briefing) and continued alignment with CalSIS and the State of California, to more fully leverage NASA’s investments and influence the sizeable investments of others in ways that advance Catalyst’s priorities and principles.
○ Recruit and manage a stakeholder advisory group to aid Catalyst in bridging existing, strong consortia.
○ Continue engaging funders (including philanthropies, aggregators, the State of California, Tribal governments in and around California and the governments of neighboring states) to promote sustained biodiversity funding through nimble models and by integrating Earth observations into their priorities.
● Support early wins among the Catalyst network
○ Support NASA Ecological Forecasting leadership in orienting the Catalyst Central
Office to this work and guiding its initial activities; support relationship- and trust-building among the Central Office, relevant NASA Centers and key stakeholders in and around California.
○ If the Central Office and/or partners are recruited and can begin their work during the timeframe of this scope:
■ Provide communication strategic counsel to the Central Office and partners for producing dynamic media to announce their efforts and expand interest in diverse Earth observations among biodiversity stakeholders; and to inspire the next generation of conservation leaders among rural and urban Californians alike.
■ Provide initial communication technical assistance to the Central Office.
Timeline While NASA anticipates that funded activities will be completed in 8-12 months, the duration for this SAT vehicle will be one year, in case NASA and the vendor agree to embargo a portion of the budget for needs anticipated at a future date.
