NATIONAL AERONAUTICS AND SPACE ADMINISTRATION
NASA SHARED SERVICES CENTER
RECOMMENDATION AND DETERMINATION TO SOLICIT FROM ONE SOURCE
OR BRAND NAME
OR
Brand Name Justification:
☒I recommend that the NASA Shared Services Center negotiate only with vendors who can provide the mosquito control chemical with brand name Altosid XR-G. The total estimated cost of this effort is and the estimated delivery is by Sept 30, 2020.
This recommendation is for the acquisition of supplies or services determined to be reasonably available from only one source/only one manufacturer. Competition is impractical for the following reasons (please answer the questions below):
1. What are the reasons for soliciting only the suggested source/suggested brand name? Please provide the unique characteristics of the items or services along with the supporting rationale and the market research performed to substantiate your reason for the suggested source/brand name.
The Brevard County Mosquito Control District (BCMCD) is the end the user of the products, and is currently using only these Altosid products, and their equipment is currently calibrated for them.
Therefore the BCMCD requested that NASA provide Altosid XR-G because that is the product that BCMCD is currently using for control of mosquito larvae. There will be a planned rotation to another product in the future in order to prevent the mosquitos building up a resistance to a single product, but at this time the Altosid XR-G products are required to match what the BCMD is currently stocking and using in their aerial application devices. This single use of a product (currently Altosid XR-G), with subsequent rotation to another product in the future, is in compliance with applicable Best Management Practices (BMPs). This prevents the mosquitos from building up a resistance to one particular product.
Last year, the product used was different (Natular G).
2. What is the impact to the government if another vendor/brand is used? Include any dollar, schedule, or compatibility impacts if possible.
This is the only product for which the Brevard County Mosquito Control District’s aerial distribution equipment is currently calibrated, for application of the product around the Kennedy Space Center. Also, use of other products simultaneously by BCMCD would not be in compliance with best management practices for control of mosquitos as described above (use of s single agent, then rotation to another agent). Also, residual amounts of the Altosid XR-G product will remain in the equipment, and simultaneous use of another product would result in undesirable mixing of the two products.
ADDITIONAL COMMENTS:
Joseph M. Faella, Department Director, Brevard County Mosquito Control District, (ph: 321-264-5032) holds a license for Application of Mosquito Control Products (Expiration: Aug 5, 2022). The procurement is to be delivered to Brevard County Mosquito Control District, 800 Perimeter Road, Titusville, FL, 32780, for application by the staff of BCMCD under the direction of Mr. Faella.
