About this file

This document is a Limited Sources Justification and Approval (J&A) for a new order under a GSA Multiple Award Schedule (MAS) contract. The contracting activity is the 23 CONS and the requirement is for 5.2L x 3.2W (in.) hand-held Satellite Communication (SATCOM) antennas with a foldable pistol grip, carrying case, and 3-foot RF cable, totaling $35,750 FOB destination with a 30-day delivery.

The J&A states that prior market research found only one vendor on the MAS schedule with a technically acceptable product. A Sources Sought notice was posted on GSA Advantage for 7 days with no responses from the 139 vendors in the related MAS 334220 category. The J&A concludes that the order represents the best value and the contracting officer has determined the price is fair and reasonable. The J&A will be posted on SAM.gov to alert industry of the need for more vendors on the GSA schedule.

FAR 8.405-6(a)(1)(i)(B) "Only one source is capable of responding due to the unique or specialized nature of the work." The customer posted a Request For Quote in GSA Advantage for nine (9) days using the MAS code 334111, Information Technology and Telecommunications. The RFQ was sent to seven-hundred and seventy-six (776) Vendors, in which eight (8) vendors replied. The eight (8) vendors' quotes were not acceptable via GSA and were technically unacceptable by the customer since the required equipment is not on their schedule. Upon the market research of 23 CONS, the related MAS 334220 was used in the Sources Sought posted on GSA Advantage for seven (7) days with salient characteristics in the description to identify the maximum vendors capable of fulfilling the requirement. There were zero (0) responses with only one (1) GSA Advantage vendor with a product on their schedule that is technically acceptable.

V. Determination by the ordering activity Contracting Officer that the order represents the best value consistent with

FAR 8.404(d).

There were eight (8) quotes submitted to the customer from SAM.gov registered vendors, however the required product was not on their schedules in GSA Advantage. A small business, was found in GSA Advantage and has a schedule for the required equipment. A Sources Sought was posted on GSA Advantage for seven (7) days with no responses from one-hundred, thirty-nine (139) vendors in MAS 334220.

VIII. Actions the agency may take to remove or overcome any barriers that led to the restricted consideration before

April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 3April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 3 of 3 any subsequent acquisition for the supplies or services.
