About this file

This document is an Intent to Award Notice for a federal contract by the United States Geological Survey (USGS). The USGS plans to purchase 19 MarkReport PAT-376D Satellite tags from Wildlife Computers to tag sturgeon in the Gulf of Maine. The agency is seeking these specialized tags with unique requirements, specifically a tag that can maintain battery charge and detach from fish after extended periods of darkness, which current solar-powered alternatives cannot accomplish.

The notice includes a justification for other than full and open competition, highlighting the specific technical needs of the satellite tags. Vendors are invited to contact the Contracting Specialist, Jonathan Wyatt, via email at jwyatt@usgs.gov no later than 1:00 PM EST on Thursday, July 31, 2025, if they believe they can provide a product meeting these requirements. The USGS intends to award the contract to Midwest Lake Electrofishing Systems, with the understanding that future similar requirements will be competed to the maximum extent practical.

Intent to Award Notice - 140G0125Q0188

The Department of the Interior, United States Geological Survey, plans to purchase (19) Mark- Report PAT-376D Satellite tags from Wildlife Computers to tag sturgeon in the Gulf of Maine.

The USGS is aware of no other source that can provide the tags designed with particular size requirements Therefore, the USGS intends to make an award to Midwest Lake Electrofishing Systems unless the USGS is contacted by any vendor who believes they can provide a product that can meet the needs of this requirement. Vendors are invited to contact the Contracting Specialist, Jonathan Wyatt via email at jwyatt@usgs.gov no later than 1:00 PM EST, Thursday, July 31, 2025, with an affirmative answer.

The U.S. Geological Survey (USGS) considers employee signatures to be Personal Protected Information, and therefore all employee signatures have been redacted. By posting this document, the Contracting Officer attests all appropriate signatures have been obtained.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (FAR 13.106-

1(b)(1)

The following information is provided to demonstrate the proposed contractor’s unique qualifications:

1. The tag must use energy at the conclusion of its deployment to separate from the tagged fish, maintaining a sufficient battery charge is necessary. (If a full charge is not present the tag does not detach). Some tags rely on maintaining a battery charge by supplementation with solar input. Thus, the ability to perform (release) after extended periods relies on light exposure. Fish such as sturgeon spend time in dep, turbid water, so such supplementation strategies are not appropriate. Rather the ability to have energy after months of darkness is critical for function. This need is only satisfied with the ability to perform and release after extended periods of darkness.

2. Future requirements for same/similar items will be competed to the maximum extent practical.

Other manufacturers have indicated the intent to develop similar product and those would likely be acceptable. The Program Office will conduct continuous market research in an effort to identify solutions that meet specifications/requirements in the future.
