About this file
This is a Single Source Justification form for a simplified acquisition under the Simplified Acquisition Threshold (SAT) for the Department of Veterans Affairs. The document justifies awarding a $101,623 contract to Kee Solutions LLC for emergency repairs of washout erosion under a roadway between Buildings 1 and 30 at the James A. Haley VA Hospital in Tampa, FL.
The justification cites that Kee Solutions, an SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB), is already mobilized on-site performing campus grounds improvements under Project 673-23-120. The contractor will repair erosion damage that has affected the main entrance and disrupted patient care operations, with work to include verifying conditions, providing corrective recommendations, and restoring the site to original condition following Florida Building Codes and VA standards. The period of performance is 30 days, and the justification was signed by the Contracting Officer on January 10, 2025.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT
Revision: 01 Effective Date: 11/15/2024 Acquisition ID#:
DEPARTMENT OF VETERANS AFFAIRS
Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C248-25-AP-0832
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 8, James A.
Haley Veteran’s Hospital, 13000 Bruce B. Downs Blvd, Tampa, FL 33612
2237# 673-25-1-6318-0008
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The proposed action is that the contractor will repair the washout erosion under the roadway between
Buildings 1 and 30 leading up the hill from 131st Street approximately mid-way up the hill, at the
James A. Haley VA Hospital. The road has been shut down until repairs can be made. The erosion has drastically affected patient care and operations as it is the Main entrance to Building 1 and
Building 30. The contractor shall verify all conditions causing this issue and provide corrective recommendations. The contractor shall follow Florida Building Codes, VA TIL and other Federal, State and Local Codes to repair the site back to original condition. The estimated, not to exceed value of the contract is $101,623.00 and the estimated period of performance is 30 days.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: Kee Solutions is qualified and SBA certified SDVOSB presently mobilized, on-site and has the responsibility to execute the the Improve Campus Grounds effort, Project 673-23-120. Kee is able to respond immediately. Also, since Kee is currently working on the campus grounds project, going to another contractor would cause both work space, staging and timing conflicts.
4. Description of market research conducted and results or statement why it was not conducted:
The VIP database was queried in accordance with VAAR 810.001, Market research policy. Kee
Solutions LLC is listed in the SBA Veteran Small Business Certification (VETCERT) database as a
Service Disabled Veteran Owned Small Business and they are able to immediately act as they are already on-site performing the Improve Campus Grounds effort, Project 673-23-120.
5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
