About this file
This document is a sole source justification for maintenance services for an Electronic Security System. The services required include repair, maintenance, and supplies for Lenel On-Guard and Key Systems electronic key lockers equipment currently installed at the Naval Supply Systems Command facility. Only a Lenel-authorized integrator approved to sell to the government can ensure the required expertise in servicing the Lenel equipment. As Lenel products are exclusively sold through authorized integrators, a contractor that is not a Lenel VAR would be unauthorized to provide the needed repair, maintenance, and supplies to complete this requirement. The estimated timing and duration of support is detailed in the Independent Government Estimate developed during earlier market research.

Source Selection Information – See FAR 2.101 and 3.104 customers, Lenel National Institute of Science and Technology (NIST) Encryption Certification, and Lenel Certified Technicians. The estimated timing and duration of this support, including the Independent Government Estimate (IGE), is detailed below. The IGE was developed by NAVSUP FLC Norfolk during the market research phase prior to submitting the purchase request. In conclusion, the requested services represent the minimum requirements of the government.
Describe in detail why only this source can furnish the requirements to the exclusion of other sources.
(what specific characteristics of the supplies or services limit the availability to a sole source (e.g., unique features, function of the item, etc.)?)
The supplies or services must be compatible in all aspects (form, fit and function) with existing systems presently installed/performing. Describe the equipment/function you have now and how the new item/service must coordinate, connect, or interface with the existing system.
Lenel products are sold exclusively through Lenel authorized integrators. Lenel VARs sell, install, and service Lenel systems. Only a Lenel VAR that has been approved to sell to the Government can ensure expertise in the area of repair and maintenance on ESS Lenel On Guard and Key systems Electronic Key Locker equipment as required by NAVSUP FLC Norfolk. A contractor that is not a Lenel VAR is unauthorized to provide repair, maintenance, and supplies necessary to complete this requirement.
A patent, copyright or proprietary data limits competition.
These are "direct replacement" parts/components for existing equipment.
