About this file
This document is a Request for Information (RFI) for the Sam Rayburn Switchyard Repair project. The solicitation seeks industry input on various aspects of a potential contract for switchyard infrastructure repair. The proposed contract scope includes four primary components: (1) fabricating shoring braces and repairing/sealing tower foundations (base bid), (2) removal and replacement of bus supports (optional), (3) cleaning and sealing switchyard foundations (optional), and (4) removing failed grout and installing shims (optional). The RFI asks potential contractors to provide feedback on specifications, design considerations, construction challenges, site visit needs, and specific work conditions such as performing repairs on in-service transmission towers within an energized switchyard environment. Key technical considerations include hand excavation techniques, outage coordination, and working safely around live electrical infrastructure without disrupting transmission lines.

QUESTIONS & RESPONSES

RFI # QUESTIONS RESPONSES
1 Specifications: detailed specifications are prepared and being revised to be included in the formal solicitation. What level of detail do you recommend including in the scope of work? Is there a recommendation for the detailed Plans/Specifications that you believe would improve bidder understanding?
Would more flexibility be desired?
2 Contract Scope of Work: the contract SOW currently includes-
1. Fabricate Shoring Braces, and Repair and Seal Tower Foundations (Base Bid)
2. Removal, Disposal and Replacement of Bus Supports (Optional)
3. Clean and Seal Switchyard Foundations (Optional)
4. Remove Failed Grout and Install Shims (Optional)
What specific features of design work should the Government prioritize or focus on? Do any elements of this scope prevent or deter bid submission?
3 Innovation: the package has been specified based on current Government standards. Are there any other design innovations or recommendations for design that have not been considered?
4 Construction: what are your concerns or risk that you would like to point out with the requirement to definitize the construction prior to proceeding with physical construction?
5 Pre-Solicitation Site Visit: based on the information provided thus far, do you think a pre-solicitation site visit would be beneficial to better understand current site conditions and contract requirements?
6 Work On In-Service Transmission Towers: tower foundation repair work is designed to be performed on the tower foundations without unloading the towers (transmission lines are attached). Does this cause any concerns that prevent or deter bid submission?
7 Excavation: emphasis on techniques. Hand excavation/digging is currently specified. The Government is interested in changing these requirements. Are there specific concerns related to this method or any alternate techniques or methodologies to perform excavation within the limits of the contract? Prioritize avoiding over excavating near the existing tower foundations and safe work in an energized switchyard.
8 Outage Coordination: the specifications were developed on known/projected outage coordination challenges. Are the limits placed on outages and coordination prevent or deter bid submission?
9 Energized Switchyard: work in an energized switchyard. The switchyard has adequate clearances to perform tower foundation repair work in the energized switchyard. The current contract is developed such that foundation repair of the towers can be completed in an energized switchyard. Does the energized environment prevent or deter bid submission?
