About this file

This is a Sole Source Acquisition document for the United States Coast Guard (USCG), detailing a sole source contract with D&G Support Services, LLC for requirements documentation and analysis services. The contract is valued at $3,631,623 over 24 months, with a base period of 12 months ($1,749,943) and two 6-month option periods ($940,840 each). The services will support the Office of Requirements and Analysis (CG-771) in developing capability-related documentation and analyzing current and future capability gaps within the Coast Guard enterprise, in accordance with specific Coast Guard and DHS acquisition management instructions.

The acquisition is being pursued as a sole source contract due to the immediate need for continuity of services, potential disruptions from changing vendors, and the sequential nature of requirements documentation. The government previously issued a solicitation that received more proposals than expected but was subsequently cancelled due to scope changes. Market research showed significant interest, with searches revealing 1,661 8(a) firms, 2,853 Service-Disabled Veteran-Owned Small Business firms, and 1,300 Woman-Owned Small Business firms in the relevant industry classification. The contract will be awarded to a United States firm and is expected to have a minimal price increase of approximately 2% for inflation compared to the incumbent contract.

SOLE SOURCE ACQUISITION

In compliance with Federal Acquisition Regulation (FAR) 13.501(a)(1)(ii), this justification uses the format at FAR 6.303-2 and is modified to state that the procedures in FAR subpart

13.5 are used.

1. Agency and Contracting Activity.

(a) The Department of Homeland Security, United States Coast Guard (USCG), Office of

Contract Operations (CG-912) proposes to enter into a contract on a basis other than full and open competition.

2. Nature and/or Description of the Action being Approved.

(a) Nature of the action: USCG intends to procure, on a sole source basis, requirements documentation services, and analysis to support requirements development, necessary to support acquisition programs for the Coast Guard enterprise.

(b) Name and address of the contractor:

D&G Support Services, LLC, 11635 Chanceford Dr, Woodbridge, VA 22192

(c) Type of action: Firm Fixed-Price Contract

(d) Estimated total value (including options): Provide breakdown as shown below:

Period

Quantity Period of Performance Total

Base Period 12 mo.

07/28/2025 07/27/2026 $1,749,943

Option Period 1 6 mo. 07/28/2026 01/27/2027 $940,840 Option Period 2 6 mo. 01/28/2027 07/27/2027 $940,840

Total 24 mo. 07/28/2025 07/27/2027 $3,631,623

(e) Type of funding: Operations and Support.

(f) Year of funding: Based on duration (including options) this would be a mix of FY25 through FY27 funding.

(g) Solicitation number: 70Z02325R77100001

(h) Background information about the requirement: The Office of Requirements and

Analysis (CG-771) provides capability-related analysis and capability-related requirements documentation development services necessary to identify current and

Last Updated 01/29/25 2 future capability gaps within the Coast Guard enterprise to support acquisition program Systems Engineering Life Cycle (SELC) processes.

3. Description of Supplies/Services. The Office of Requirements and Analysis (CG-771) has a mission critical need to provide services necessary for requirements documentation and analyses to support operational requirements development that identify current and future capability gaps within the Coast Guard enterprise in accordance with:

(a) DHS Instruction 102-01-001, Revision 02 Acquisition Management

(b) Major Systems Acquisition Management (MSAM), COMDTINST 5000.10 (series)

(c) Non-Major Acquisition Program (NMAP), COMDTINST 5000.11 (series)

(d) Coast Guard Operational Requirements Generation Manual, COMDTINST 5000.4

(series)

4. Identification of Statutory Authority Permitting Other Than Full and Open

Competition.

(a) The statutory authority permitting other than full and open competition is 41 U.S.C. § 1901 implemented by FAR 13.501(a) sole source (including brand name acquisitions)) as the FAR defines such term in section 2.101.

5. Identification of Exception to the Buy American Act.

(a) Not Applicable.

6. Demonstration that the Nature of the Acquisition Require Use of the Authority Cited.

(a) These services have been performed by the incumbent for the past five (5) years. The

Government cannot accept an extended gap in services because there is an immediate demand for these services with streamlined acquisition processes. This immediacy stems from the enhanced focus on Department of Homeland Security mission execution capabilities in alignment with administration priorities. If this contract is not awarded, there will be a significant slowdown of requirements development and the acquisitions processes for the United States Coast Guard which will delay employment of mission-enabling capabilities amidst the immediate implementation of streamlined requirements development and acquisition processes.

(b) The requesting office had previously submitted a solicitation for similar program management and technical writing services which received a significant number of proposals that exceeded expectations. The time to review proposals exceeded planned evaluation timeframes due to several factors. Since issuance of the solicitation, and in alignment with paragraph 6.a. describing the immediate needs, the solicitation has been cancelled due to a significant change in the scope of work for technical services that are not currently included. As a result, the use of authority cited allows the Coast Guard organization to continue developing documents and conducting analyses using the previously available services while rescoping the additional needs for a new solicitation to ensure fair and open competition for services that align with updated specifications.

(c) As an alternative to allowing the contract expiration, the Government considered competing each Task Order on OASIS+. However, the Government issues approximately fifteen (15) task orders per year for this requirement and this would take exceptional resources to compete each action. This vehicle increases efficiency by decreasing PALT time from 90 days to 20 days.

(d) Requirements documentation is developed sequentially, where each document generated by a Task Order typically has a predecessor and/or follow-on document. If the Government awarded subsequent document Task Orders to various vendors, the Government would experience unacceptable delays and reduced quality as the new contractor s learning curve would likely have a negative, enterprise-level impact on the requirements development process.

(e) Requirements development with multiple vendors increases risk of understanding processes and predecessor requirements which impacts enterprise-wide requirements and could further delay acquisition processes necessary to provide mission critical equipment to conduct Coast Guard operations.

(f) This requirement is not a manufactured item and will be performed by a United States firm. The Coast Guard awarded IDV Contract 70Z02319DMDW05100 for requirements documentation development and supporting analysis services necessary to identify current and future capability gaps to meet mission demands within the Coast Guard enterprise.

7. Description of Efforts Made to Ensure that Offers are Solicited from as Many Potential

Sources as is Practicable.

(a) A solicitation for similar services was published in SAM under solicitation number 70Z02324R77100001. The total number of proposals the Government received exceeded the originally projected volume. The Government Phase I evaluation of these proposals extended beyond planned timelines.

(b) work has shifted which necessitated cancellation of the current solicitation. To ensure newly scoped specifications are solicited from as many potential sources as possible, the Government requires time to develop a new scope of work that includes new specifications and can be fairly awarded through standard processes.

(c) No announcement is planned prior to award.

8. Determination by the Contracting Officer that the Anticipated Cost to the

Government will be Fair and Reasonable.

(a) The contracting officer determines that the anticipated price(s) will be fair and reasonable based on an estimate derived from the actual prices under the incumbent contract (contract number 70Z02319DMDW05100) for the same services. The Government anticipates an approximately 2% increase for inflation.

9. Description of Market Research.

(a) The Government searched the internet on the Small Business (SBA)

Dynamic Small Business Search (DSBS) site. On March 11, 2025, the Government searched under North American Industry Classification System (NAICS) code 541611, Administrative Management and General Management Consulting Services, for 8(a) firms and noted that there were 1,661 firms. A search for Service Disabled, Veteran Owned Small Business (SDVOSB) firms resulted in 2,853 firms. A search for Woman Owned Small Business (WOSB) firms resulted in 1,300 firms.

The Government issued a Request for Proposal on March 15, 2024, under solicitation 70Z02324R77100001 for the same requirement as an SDVOSB Set-Aside. The Government received significantly more proposals than expected in response to the solicitation. This indicates that there is significant interest in this requirement.

The Government did not want to issue a Sources Sought because there is an active solicitation in effect. The Government has received proposals and has not made an award decision yet.

(b) The services will be provided by a United States firm.

(c) Market research was conducted.

(d) Patents, copyrights, and/or intellectual property are not applicable to this acquisition.

10. Any Other Facts Supporting the Use of Other Than Full and Open Competition.

(a) Not applicable.

11. A Listing of the Sources, if Any, that Expressed, in Writing, an Interest in the Acquisition.

(a) Not applicable.

13. A Statement of the Actions, if Any, the Agency May Take to Remove or Overcome

Any Barriers to Competition Before Any Subsequent Acquisition for Supplies or Services Required.

(a) In the future, the Government will endeavor to create a more streamlined solicitation process.
