About this file

This is a Memorandum to the File documenting a sole source procurement justification under the simplified acquisition threshold for the Department of the Navy.

The procurement authorizes a brand-name sole source acquisition from Electro Lift Inc. (CAGE 92748, Clifton, NJ 07013) of one Electro Lift Electric Load Hoist, Model M-12055A, along with spare subcomponents including four Motor/Brake Assemblies (Part No. 8774458-001), three Bearings (Part No. DM7417), and three Gear Box/Rope Drum Assemblies (Part No. 8758199-001). The hoist will be used in the SP22 Davit LCR SPALT 2631, a support equipment system for SSBN submarines that functions as a crane. The required delivery date is August 21, 2026. The sole source justification is based on brand-name procurement, as Electro Lift's specific load hoist is currently fielded on existing Davits and has demonstrated proven success. The document notes that spare parts and supplies for this manufacturer are already in inventory, modifications to the Davit have been designed specifically for this item, and substituting an alternative manufacturer would require approximately 80 hours of engineering labor, 40 hours of drafting labor, 40 hours of technical publications labor, and 120 hours of training and productivity loss, plus additional material compatibility costs. The Contracting Officer, Michelle Helton Morgan Junalee, approved the solicitation on February 4, 2026.

Subj: USE OF OTHER THAN FULL AND OPEN COMPETITION FOR AN ACQUISITION

UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

IDENTIFICATION OF SOURCE:

Electro Lift Inc Clifton, NJ 07013

CAGE: 92748

I. BACKGROUND:

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

II. DESCRIPTION OF ITEM OR SERVICE:

This action requests authority for Brand name sole source procurement of quantity 1 Electro Lift Electric Load Hoists, M-12055A as well as the following subcomponents of said hoist needed for sparing, totaling:

Part Number QTY Nomenclature R88331 (M12055A) 1 Electric Load Hoist Assembly 8774458-001 (DE706A) 4 Motor/Brake Assembly DM7417 3 Bearing 8758199-001 (M12055A- SH3/4) 3 Assy, Gear Box/Rope Drum (ELH)

The hoist will be used in the SP22 Davit LCR SPALT 2631. The Davit is a piece of SP22 support equipment for the SSBN submarines that acts similar to a crane. The Electric load hoist from Electrolift will be used in the SP22 Davit LCR SPALT 2631. When the item arrives at Crane, it will be gathered with other Davit

DON SAP Guide Enclosure (3) 3

Electro Lift was chosen to be the supplier of the hoist because this particular item is currently on the fielded Davits and has proven successful over their life.

There are currently spare parts and supplies for this particular manufacturer and item in supply.

The Davit SPALT modifications have been designed with this particular manufacturer and item number, if a different manufacturer and item number is used an additional 80 hours of engineering labor and 40 hours of drafting labor will be required to incorporate changes. This particular brand and item allows known maintenance procedures to be followed and to capitalize on current field knowledge. If another manufacturer or item is used, an additional 40 hours of tech pub labor to create new maintenance drawings will be required. An approximate 120 hours of training/ loss productivity will also be incurred. In addition to the time spent, it would incur roughly $ in costs in finding other material compatible with a different load hoist.

C. ___UNUSUAL AND COMPELLING URGENCY. The supplies or services are of such unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals.

Urgent requirements are supplies or services that will result in a work stoppage, or are mission critical and the routine processing time would result in injury to the Government. The determination that the procurement for the above item/service is an urgent and compelling requirement is based on the following:

1. Date on which the requirement was first identified:

2. Required delivery date/period of performance:

3. Explanation of why delivery/commencement of services by the date mentioned above is required:

4. If appropriate, include any additional pertinent information.

IV. CERTIFICATIONS/APPROVALS:

B. Certification/Approval.
