About this file
This is a Non-Competitive Procurement Justification Memorandum for a single-source acquisition of a high-precision industrial laser welding system.
The Naval Surface Warfare Center Carderock Division (NSWCCD) requires a LaserStar 8900 Series CNC Fiber Laser Welding Workstation manufactured by LaserStar Technologies Corporation to develop and optimize welding procedures for novel high-strength alloys in support of next-generation pressure hull fabrication. The Government has determined that only one source can satisfy the unique combination of four essential requirements: (1) U.S. design, manufacture, and assembly; (2) strict peak power ceiling of 600 Watts maximum to prevent operator safety risks and unacceptable damage to unique test articles; (3) restrictive physical footprint not exceeding 52 inches in width, 45 inches in depth, and 68 inches in height to fit existing laboratory infrastructure; and (4) a standard, commercially available off-the-shelf (COTS) product with proven operational history and established supply chain for spare parts and long-term sustainment. Market research identified that competing manufacturers—including foreign firms (TRUMPF, AMADA), domestic producers with higher power capabilities (IPG Photonics), and custom-build specialists (CMS Laser, Fonon Technologies)—cannot meet this specific interdependent combination of requirements. The justification was certified on February 10, 2026, by an Engineering Technician and approved by the Contracting Officer on April 1, 2026. The procurement is authorized under FAR 13.106-1(b)(1)(i) for purchases not exceeding the simplified acquisition threshold, with authority to limit sources under FAR 8.405-6.
