About this file
This is a Justification for Other Than Full and Open Competition/Single Source Justification document issued by the Department of the Air Force, 108th Wing (New Jersey Air National Guard) at Joint Base McGuire-Dix-Lakehurst, NJ.
The 108th Wing Base Contracting Office seeks approval to award a firm-fixed-price commercial purchase order on a sole-source basis to PacMin, Inc. for the procurement and delivery of three (3) KC-46A Pegasus outdoor exhibition-grade pedestal display models with weather-resistant finishes and custom structural mounting poles and hardware. The estimated total value is redacted but will be funded via FY Direct/O&M. Standard commercial delivery to Joint Base McGuire-Dix-Lakehurst is specified. The justification cites FAR 13.106-1(b)(1)(i) as the statutory authority for sole-source procurement under Simplified Acquisition Procedures, determining that only one source is reasonably available due to brand-name, unique capabilities, and compatibility considerations.
PacMin, Inc. is justified as the single source based on three primary factors: (1) Total Force Visual Uniformity—the company fabricated the existing KC-46 model for active-duty units in FY 2022, and procuring from the same manufacturer ensures exact uniformity in scale, resin/fiberglass composition, paint schemes, and mounting specifications across base facilities; (2) Exclusive Licensing & Tooling—PacMin holds official Boeing Company recognition and licensing for exhibition-grade KC-46 scale models, possessing proprietary tooling, OEM CAD data, and licensed aerospace paint codes; and (3) Duplication of Costs & Delays—alternative vendors would require custom reverse-engineering, new tooling development, and licensing approvals, resulting in substantial cost increases and unacceptable delivery delays. Market research confirms PacMin is the primary commercial vendor for exhibition-grade models. The Contracting Officer will post a Special Notice of Intent to Sole Source to SAM.gov prior to award and will conduct a fair and reasonable cost determination through price analysis comparing the quoted price to commercial published price lists and historical FY 2022 pricing. The document is certified by Brian Maloney, Contracting Officer, 108th Wing, dated 03 September 2026.

Total Force
Visual
Uniformity
The 108th Wing (NJ ANG) operates in a Total Force Integration (TFI) partnership with active-duty units (87th ABW and 305th AMW) flying and maintaining the KC-
46A Pegasus at JB MDL. In FY 2022, PacMin, Inc. fabricated the existing outdoor
KC-46 model on the active-duty footprint. Procuring models from the same manufacturer ensures exact uniformity in scale, resin/fiberglass composition, paint schemes, mounting specifications, and long-term exterior durability across base facilities.
Exclusive
Licensing &
Tooling
PacMin, Inc. is officially recognized and licensed by The Boeing Company for exhibition-grade scale recreations of the KC-46 Pegasus. They possess proprietary tooling, precise OEM CAD data, and licensed aerospace paint codes necessary to produce true-to-scale, structurally sound outdoor exhibition models.
Duplication of
Costs & Delays
Procuring through an alternative vendor could require custom reverse-engineering, new tooling development, and licensing approvals, resulting in substantial cost increases and unacceptable delivery delays that exceed the value of this procurement.
6. Market Research & Determination of Commerciality
• Market Research: Market research conducted in accordance with FAR Part 10 confirmed that PacMin, Inc. is the main commercial vendor for exhibition grade models, holding
Boeing-authorized tooling and production rights for these specific outdoor exhibition models.
• Commercial Item Determination: The items qualify as commercial products as defined in
FAR 2.101, regularly sold to commercial airlines, aerospace OEMs, and military entities for public display and ceremonial installations.
7. Actions to Increase Competition & Transparency
In accordance with FAR 5.101(a)(1) and FAR 5.201, the Government will post a Special Notice of Intent to Sole Source to the government-wide point of entry (SAM.gov) prior to award. Any capability statements, proposals, or quotes received will be evaluated by the Contracting Officer;
however, a determination by the Government not to compete this proposed action is solely within the discretion of the Government.
8. Fair and Reasonable Cost Determination
Before award, the Contracting Officer will determine that the anticipated cost to the Government is fair and reasonable through price analysis in accordance with FAR 13.106-3(a)(2), comparing the quoted price to commercial published price lists, historical pricing for the FY 2022 87th
ABW procurement, and independent government estimates.
9. Contracting Officer Certification
I certify that this justification is accurate and complete to the best of my knowledge and belief.
