PRnumber: 1300XXXX
ProjectTaskNumber: NSS CIS DATA EXPORT-IMPORT SVC
EstimatedAmount: 35000.00000000
Description: The Fleet has an urgent requirement for the export and import of Navigation Seamanship Ship-Handling (NSST) scheduling data from the legacy NSST scheduling tool into the Data Collection and Scheduling Tool (DCAST), a Navy program of record designed for scheduling and data collection. This data includes five years of historical data as well as future scheduled training events. The Contractor shall perform the tasks required for data extraction, manipulation, and organization from the legacy NSST scheduling tool into DCAST. The Contractor shall use a compatible data file to be imported into DCAST.
UniqueCharacteristics: Brainpan Inc, provides maintenance and operation support to the Data Collection and Scheduling Tool (DCAST). This Vendor has knowledge and experience dealing with both the legacy NSST scheduling tool and the current government owned DCAST scheduling tool. As such, its experience and expertise in in both the legacy and DCAST databases, specific experience that no other contractor has, will allow Brainpan to begin this effort immediately without the requirement to become familiar with the data restrictions and formats of either database, thus allowing Brainpan to meet the 31 December 2020 delivery date for this urgent requirement. Additionally, the Government should recognize a cost savings by contracting with Brainpain over another vendor as Brainpain does not need hours and time to become familiar with the databases, whereas other vendors would. As such, per FAR 13.106-1(b)(1)(i), the circumstances of this contract action deem only one source reasonably available to meet the Government's requirement.
Explain: This is an urgent requirement with a finite amount of time. The legacy system, due to cyber-security concerns, is blocked by United State Fleet Forces Command (USFFC). The fleet currently does not have access to the data in the legacy system needed to track locations, times and types of previously schedule mandatory training events or future scheduled training events. Additionally, the legacy scheduling tool will only be accessible to extract the data by a contractor through the end of November. The lack of access to the legacy system and the information within, could potentially stop or delay required training, subsequently effecting fleet mission readiness.
StatementOfActions: This is a one time event of the exporting and importing of data. A new Government own scheduling tool Data Collection and Scheduling Tool (DCAST) was deployed to the fleet.
