Source Selection Information – See FAR 2.101 and 3.104

SOLE SOURCE JUSTIFICATION

1. Identification of Agency and Contracting Activity.

The requiring activity is Navy Expeditionary Logistics Support Group, Williamsburg, Virginia; the contracting activity is NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Dept., Fleet Directorate.

2. Description of the Action Being Approved.

This is a sole source action for the provision of crane test weights in support of Navy Expeditionary Logistics Support Group (NAVELSG) onboard Cheatham Annex, Williamsburg, Virginia. NAVELSG is responsible for Expeditionary Reload Companies and the mission they carry out. They require test weights, storage covers, slings and shackles in order to complete their annual certification of their 110-ton Link Belt HTC 86110 crane. This is a new requirement.

3. Description of Supplies/Services.

The immediate requirement is for a total of fourteen (14) crane test weights, three (3) storage covers to protect the test weights, two (2) sets of slings and one (1) shackle in order to complete NAVELSG’s annual certification of their mobile crane.

The required delivery date for the instant requirement is 12 May 2025 and the estimated total value of the contract is

The resultant contract will be funded with FY25 Navy Operations & Maintenance (O&MN) appropriations. These funds are currently available.

4. Statutory Authority Permitting Sole Source.

The statutory authority permitting this sole source action is 41 U.S.C. 1901, Simplified acquisition procedures - a sole source acquisition using simplified acquisition procedures for the acquisition of commercial items, as implemented by FAR 13.501(a).

5. Rationale Justifying Use of Cited Statutory Authority.

The crane test weights to be procured under the authority requested by this J&A are critical and necessary to ensure NAVELSG’s ability to certify their new mobile crane so that it is operable.

NAVELSG requires the test weights to have a block lock system that allows the test weights to interlock as well as be stackable and self-aligning. The block lock system allows each test weight to be center, square and secured to each other and allows for the total stacked height of each test weight to be lower and able to fit into NAVELSG’s allotted storage space. Additionally, the block lock system allows NAVELSG to only pick a portion of the weight stack as opposed to the whole weight stack. The block lock system is proprietary to Craneworks, Inc. as the Original Equipment Manufacturer (OEM) and as the sole patent holder of U.S. Patent No. 9,146,183 entitled “Self-Aligning Test Weight”. No other vendor can provide the self-aligning block lock system test weights. Additionally, Craneworks, Inc. will provide the complete engineering documents for each test weight that ensures compliance in accordance with NAVFAC P-307. Furthermore, if the test weights are not purchased and installed in the available timeframe, it will affect the readiness of NAVELSG and their crane certification. Craneworks, Inc. can meet the turnaround time required to ensure mission readiness.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable, including a Description of Market Research, if applicable, and a List of Interested Sources, if any.

A sources sought notice for the immediate requirement was posted to SAM on 11 December 2024 with a response date of 18 December 2024. At time of closing, only one (1) vendor expressed interest and capability - Craneworks, Inc. At this time, Craneworks, Inc. also provided a copy of their patent that outlined them as the sole manufacturer and provider of the required supplies and services. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above.

The requirement will be synopsized on SAM within the timeframes required.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined that the anticipated cost to the Government of the supplies/services covered by this Justification will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, NAVSUP FLC Norfolk has no plans at this time to compete future contacts for the types of supplies/services covered by this document. If another potential source emerges, NAVSUP FLC Norfolk will assess whether competition for future requirements is feasible.

This is a one-time requirement.

To date, no other sources expressed an interest in the requirement.

Furthermore, market research has determined that Craneworks, Inc. can meet the government’s minimum needs.

Any subsequent follow-on requirements will be handled on a case-by-case basis. Market Research will be conducted for any future requirements to determine if there are any potential sources for competition.
