About this file

This document is a Sandbag Specification for Invitation for Bid (IFB) 25IFB16837 issued by the South Dakota Office of Procurement Management, which establishes detailed requirements for polypropylene sandbags to be available for purchase by state agencies and local governments. The specifications outline precise technical requirements including a 14-inch width by 26-inch length, ultraviolet-resistant polypropylene fabric with a minimum weight of 2.20 ounces per square yard, and specific manufacturing parameters such as 10 x 10 warp and fill per inch. The contract includes two delivery options: normal shipping within 7 calendar days and expedited shipping within 24 hours, with delivery to be F.O.B. Destination at any South Dakota location.

The contract requires contractors to certify that their sandbags meet the detailed specifications and be prepared to provide two sample sandbags for inspection if requested. Packing specifications mandate compressed bundles of 1,000 unfilled bags per pallet, with pallet labeling requirements for bag number and size. The sandbags must pass a drop resistance test, withstanding three consecutive 36-inch free fall drops onto a hard surface without fabric rupture, and include a jute or polypropylene tie string. Pallets may be delivered on flatbeds or in enclosed trailers, with specific requirements for forklift accessibility and protection from weather and UV exposure during shipment.
