Statement of Work (SOW) and Technical Specifications

For

Sand Island Ranger Station Flooring Replacement At

Bluff, Utah

November 2020 bureau of land management (BLM) Much of this Section consists of Project-specific data. Examples given in the model text in the Evaluations illustrate possible Section content; use the model text to develop text for specific Project requirements. See Evaluations.

Prior to editing Division 1 specification sections, review the “Foreword to the Division 1 Sections” and “General Editing Instructions”. These documents are included in the Division 1 Sections folder.

Description of required Services

Work effort involves replacement of existing floor throughout a 1600 square foot residential building. Contractor is responsible for removing and disposing of existing flooring (A mix of carpet and vinyl sheet flooring) and the supply and installation of new vinyl plank flooring and associated base trim. The existing residence is furnished, and Contractor will be responsible for moving furniture as required to accommodate the work.

General Information

Place of Performance: Location – The Bureau of Land Management (BLM or “Government”) Sand Island Ranger Station in southeast Utah, located off UT 191, (4 miles west of Bluff, UT, see attached map).

Bidder Requirements: Bidder must have a registered and active account in the System of Award Management (SAM) and be licensed to perform specified work in the state of Utah. Bidder must provide information showing a minimum of 5 years of experience in specified work.

Site Conditions: The project is located at a popular recreation site accessed by paved roads. work is in a remote area accessed by maintained roads. Water, and restrooms are provided on-site. Power is provided on-site by an off-grid photovoltaic array with limited output and reliability. Contractor may park no more than two camp trailers at designated locations on project site to be used for staff lodging. Water, sewer, and limited power are available. Arrangements should be coordinated at least 10 calendar days in advance with BLM personnel. The residence where the work is occurring will be unoccupied, however the other site facilities will remain in operation and Contractor must take all reasonable action to minimize the disturbance to daily working operations during construction.

Period of Performance: Performance time for this task order is 60 calendar days from the date “Notice to Proceed” is awarded. Once the work is started, the Contractor is expected to proceed with the work in a continuous and diligent manner until the work is complete. Days of work are limited to Monday – Friday (Excluding Federal holidays) between the hours of 7:00 AM and 5:30 PM, unless otherwise arranged in advance with the Contracting Officer.

Material and Workmanship Warranty: Materials installed shall have a manufacturer’s limited lifetime warranty. Contractor shall warranty installation workmanship for a period of at least two years.

SECTION 096519

VINYL PLANK FLOORING

GENERAL

DESCRIPTION

The work of this section consists of removing and disposing of existing carpet/vinyl sheet flooring in all rooms as well as furnishing and installing new vinyl plank flooring.

SUBMITTALS

Submit samples of vinyl plank flooring in quantity sufficient to show pattern and color range, and a 4 in. x 4 in. sample of wall base material.

CLOSEOUT SUBMITTALS

Maintenance Manuals: Submit manufacturer's data for flooring and base.

PRODUCTS

VINYL PLANK FLOORING

Thickness: 6-8.5 mm thick x 6-10 in. width

Pre-attached underlayment providing for warm, comfortable and quiet underfoot

Wear layer: minimum 10 mil minimum (urethane coating) 100% waterproof.

Warranty: lifetime limited warranty.

Installation method: Per manufactures recommendation.

Color family: Colors to be selected from manufacturer’s standard colors & patterns.

ACCESSORIES

Resilient Wall Base: Trim bottom of the existing wall batten strips to the height of the new base to ensure a smooth, flush finish along wall. Color and patterns chosen by contractor to offset vinyl plank flooring provided.

“T-Molding” or transition strips: Apply 1-3/4” wide Vinyl T-Molding to provide a seamless look when transitioning between flooring surfaces and in doorways. Install according to flooring manufactures recommendations. Color and patterns match vinyl plank flooring provided.

EXECUTION

FURNITURE REMOVAL

Contractor is responsible for moving all furniture and appliances to allow for proper flooring installation

Furniture/appliances shall be moved to boathouse, ranger station, or to other rooms during flooring removal and installation.

EXISTING FLOORING – REMOVAL AND DISPOSAL

All existing carpet / vinyl sheet flooring shall be removed from the quarters building as shown in floor plan.

Contractor is responsible for proper off-site disposal of all removed carpet/tile flooring.

PREPARATION

Determine that subfloor surfaces to which flooring is to be applied are even, smooth, sound, thoroughly clean and dry, and free from defects that might affect proper installation. Report unsatisfactory surfaces to Contracting Officer, or correct defective surfaces.

Before installation of flooring, broom clean or vacuum surfaces to be covered.

GENERAL

Place flooring according to flooring manufacture’s recommendation.

Tightly install flooring without open cracks, voids, raising and puckering at joints, or other surface imperfections.

CLEANING

Remove excessive adhesive using neutral type cleaners as recommended by flooring manufacturer. Protect installed flooring by covering.

FINISHING

Before final inspection, clean floors according to manufacturer's instructions.

FURNITURE REPLACEMENT

Contractor is responsible for moving all furniture and appliances back to original location after vinyl plank flooring has been inspected for any defects.

Furniture/appliances shall be moved from boathouse, ranger station, or other rooms back to original locations.

Care shall be taken not to damage any walls or flooring while moving furniture/appliances.
