About this file

The document is a Request for Proposals (RFP) issued by the San Mateo County Parks Department for a Central Reservation and Point of Sale System (CRPSS) Replacement. The RFP seeks a comprehensive, web-based and cloud-hosted system to replace the current reservation platform, which serves nearly three million visitors annually across 24 parks and recreation areas. The contract will have an initial three-year term with two potential one-year extensions, and the system must be prepared to go live by December 7, 2026. The proposal submission deadline is November 7, 2025, with a tentative contract award date of January 8, 2026. The new system must support reservations for facilities, picnic areas, amphitheaters, shelters, day use, youth camps, group camps, horse camps, and RV sites, and include point of sale capabilities for annual passes, special permits, and other trackable inventory.

The RFP includes specific functional requirements for the system, such as compatibility with Elavon and Worldpay payment processing, PCI-DSS compliance, mobile and desktop device support, and the ability to handle approximately 60 unique users with 30 simultaneous logins. The evaluation will be based on a points-based system considering project approach (39 points), firm qualifications (29 points), team qualifications (15 points), pricing (25 points), and potential preferential points for local businesses or non-profits. The system must provide comprehensive reporting capabilities, support multiple payment methods including EMV chip cards and mobile wallets, and offer features like dynamic pricing, customizable alerts, and multi-language support. The County will seek a solution that provides the best overall value, with pricing and technical capabilities being key determining factors in the selection process.
