About this file
This is a Public Notice to Participate issued by the Salem Area Mass Transit District (SAMTD), also known as Cherriots, regarding a sole source service contract renewal with Service Edge Solutions Inc. for TBEST (Transit Boardings Estimation and Simulation Tool) software support. SAMTD seeks to renew its existing contract with Service Edge Solutions Inc. for technical support services related to the TBEST software, with the contract term extending through June 30, 2026, followed by a proposed three-year ongoing contract. The scope of work includes TBEST technical support services, data configuration support, on-call technical assistance, and specialized projects such as updating base parcel data in 2027 and APC data integration from July 2026 through July 2029. The public notice was posted on Oregon Buys for seven days, and any protests must be submitted in writing to the SAMTD Contracts/Procurement Department at 555 Court Street NE, Suite 5230, Salem, Oregon 97301-3980 by the deadline specified.
Service Edge Solutions is identified as the sole provider and developer of TBEST software, which was developed by the Florida Department of Transportation over more than twenty years. SAMTD has utilized TBEST since 2017 as a cost-effective tool for ridership prediction and data-driven route planning, supporting the Planning and Development Department's efforts to analyze existing routes, identify transit deserts, and conduct strategic planning. The justification for sole source procurement is based on Service Edge Solutions' exclusive role as the developer and provider of the software, as well as the established relationship and specialized knowledge required to configure and maintain the system. Any vendors offering solutions with equivalent features to TBEST were required to notify SAMTD by May 20, 2026, to be considered as alternative providers.

SAMTD PUBLIC NOTICE TO PARTICIPATE
in
Sole Source Service Edge Solutions Inc. TBEST Software
1. The Salem Area Mass Transit District (SAMTD) seeks to renew the existing service contract with Service Edge Solutions Inc (SES). for service related to the TBEST software by 6/30/26.
2. Cherriots has been using the TBEST software since 2017 and has worked with SES on various projects to update the parcel and demographic data contained in it to provide ridership predictions for models developed by the Planning and Development Department. TBEST is a free software provided by the Florida Department of Transportation, but developing the base data for the model to work correctly requires SES Inc. to set up and update the software. Therefore, an ongoing contract (3 years) for support services is needed through a sole source agreement. Under this agreement, ServiceEdge Solutions (SES) will provide Cherriots with TBEST technical support services to support TBEST data configuration and provide on-call technical support.
3. SES Inc. will work with the Cherriots Planning and Development department to update the base parcel data of the Cherriots TBEST system in 2027. Support will also be provided to do special projects such as APC data integration from July 2026 to July 2029.
4. Cherriots Planning and Development uses TBEST as one of its many tools to plan and analyze existing routes and bus stops so that they meet the needs of the community. TBEST is also utilized for in-house strategic and service planning efforts and to support the current Comprehensive Operational Analysis project. It is a cost-effective way of predicting ridership and a data-driven approach for studying new route alignments, serving existing "transit deserts" and estimating the costs for future changes to transit service system-wide.
5. Service Edge Solutions is the sole provider and developer of the Transit Boardings Estimation and
Simulation Tool (TBEST) software, which has been developed by the Florida Department of Transportation over more than twenty years. The TBEST transit planning software provides agencies with a comprehensive, decision support tool which allows planners to effectively communicate complex transportation issues to agency executives, governing bodies, state and federal officials and the public at large. The Salem metropolitan area is growing, and transportation services must be able to respond to ongoing changes in demographic distributions, local activity generators, travel behaviors and employer types and locations.
