About this file

The document is a Public Notice to Participate issued by the Salem Area Mass Transit District (SAMTD), seeking to piggyback off two existing OMNIA Partners contracts with Carahsoft: Contract #23-6692-01 for Technology Products, Solutions and Related Services (Cobb County, GA) and Contract #R240303 for Software Solution Services (Region 4 ESC - TX). SAMTD intends to utilize these contracts for an emergency need of a transit-specific Automatic Passenger Counting (APC) solution, with the contract terms covering May 1, 2023 through April 30, 2028 for the Technology Products contract and January 1, 2025 through December 31, 2027 for the Software Solutions contract, with options to renew for two additional one-year periods through December 31, 2029.

SAMTD has determined that conducting their own Request for Proposal (RFP) would cost an estimated $250,000+ and that they lack internal resources to manage the resultant contract. The agency will post this public notice on the Oregon e-procurement system OregonBuys for 14 days, requiring all potential vendors to register on the platform. Protests must be submitted via mail or hand delivery to the SAMTD Procurement office, with specific requirements for the protest documentation, including the protester's contact information and a detailed statement of protest. The notice emphasizes this as a cost and time-saving opportunity for the transit district.
