About this file

This is an Agreement for Professional Services between the County of Tuolumne, California, through its Health and Human Services Agency, Department of Social Services, and a qualified Resource Family to provide Quality Parenting and Caregiving Respite Services at the Tuolumne County Resource Family Home (TCRFH). The County seeks to contract with an unlimited number of qualified applicants to provide 24-hour temporary emergency and crisis care services for children ages 0 to 17+ years old placed in protective custody or voluntarily placed through the Child Welfare Services system. The TCRFH facility can accommodate up to six children, with capacity increases available for sibling groups upon inspection approval. Services include meal preparation, transportation, medical and mental health coordination, school enrollment and support, behavior management, and documentation of all care activities. The contract term commences on a specified date and terminates on a specified date, with the option for four annual extensions by written amendment. No specific response deadline, bidder's conference, or award date is identified in the documentation.

Compensation is structured as a daily rate of $100 per day, with additional payment based on the state-determined Level of Care (monthly rate) prorated for each day a child resides at the facility; the last day of placement is not compensated. The County provides a vehicle for contract-related activities with full insurance coverage, a computer and printer for TCRFH operations, and reimbursement for necessary clothing purchases within 15 days of placement. Contractors must be approved Resource Family providers, possess current first aid and CPR certification, maintain a valid California Class C driver's license, pass criminal background clearance and DMV record checks, and comply with all Resource Family Approval Written Directives. Contractors are independent contractors with no entitlement to County employee benefits. The agreement includes standard indemnification, non-discrimination, and confidentiality requirements consistent with state and federal child welfare law. California law prohibits current County employees from contracting while in active employment status and restricts CalPERS retirees from performing work substantially similar to their previous employment.
