SAMPLE TASK

Task Order Title: Multi-Domain Vulnerability Analysis for a Ground Mobile Target

1.0 Scope:

1.1 Background: The Combatant Commands (CCMD) have identified several thousand weapon-target pairings that are required for inventory/fielded weapons. The Joint Technical Coordinating Group for Munitions Effectiveness (JTCG/ME) Program Office and Joint Munitions Effectiveness Manual (JMEM) Integrated Product Teams (IPTs) are responsible for providing target vulnerability and weapons effectiveness data in support of the CCMD. Under the JTCG/ME Capabilities and Standardization (C&S) IPT Targets, several of these targets will be addressed. The JTCG/ME and C&S IPT requires contractor support to provide target vulnerability analysis for a ground mobile target for several kinetic weapons. Although primary focus of the vulnerability analysis is traditional kinetic weapons and target, the JTCG/ME and C&S IPT also requires contractor support on how other non-kinetic weapons/capabilities could be injected into the vulnerability analysis for potential future considerations, as well as supporting approaches on weapon characterization testing and multi-domain integration.

1.2 Objective: To provide vulnerability analysis on a general ground mobile target (Toyota Hilux) for support to the JTCG/ME program office. The vulnerability analysis includes the collection/analysis of weapon/target characterization data, completion of three-dimensional (3D) Target Geometric Models (TGM), development of target vulnerability model, and the utilization of vulnerability methodologies/models to calculate component, Cell x Cell, and total target vulnerability data for various weapon damage mechanisms. Kinetic weapons include generic fragments, projectiles, shaped-charge effects, explosively formed penetrator (EFP), Small Precision Munition (SPM), and Kinetic Energy (KE) rounds. The focus on the analysis is traditional kinetic damage mechanisms and effects, but analysis sill also outline how other non-kinetic effects could be added to the vulnerability analysis for future consideration. Objectives also include multi-domain assessment and weapon characterization testing approach.

2.0 Assumptions:

2.1 Security Clearances. The ability of each individual contractor employee to obtain a DoD SECRET security clearance is required. Contractor personnel must possess at least a SECRET security clearance to execute this contract. All Contractor/Subcontractor employees supporting this sample task must be U.S. citizens.

2.2 Place of Performance. Main technical work efforts shall be performed at Contractor facility with Classification clearance/certifications for task requirements. Some off-site travel for conferences, meetings and training may be required.

2.3 Government Furnished Information/Government Furnished Equipment (GFI/GFE). No GFI/GFE requirements currently exist for this sample task order. If Contractor assumes or recommends Government Off-The-Shelf (GOTS) software, models, or data, the Government will discuss and work to provide these with Memorandums of Agreement for use as Government Furnished Information (GFI). GOTS can be discussed at task order kick-off. The Contractor shall note GOTS or GFI assumptions in proposal for adjudication by the Government before/at award or at technical kick off.

2.4 Period of Performance. Offerors shall assume that their approach will include a twelve (12) month Period of Performance.

3.0 Requirements: In accordance with Section C, paragraphs C.7.1 of the basic contract Performance Work Statement (PWS). The contractor, as an independent contractor and not as an agent of the Government, shall provide the necessary resources to perform the following requirements in this section.

3.1 Target Information Collection. The contractor shall research and obtain any existing general description and intelligence data on the target from sources available to include Department of Defense (DoD) intelligence agencies. The contractor shall conduct data acquisition to include physical and functional attributes of the system.

3.2 Target Geometric Models (TGM). The Contractor shall construct and deliver a three-dimensional (3D) TGM of the target in Computer-Aided Design (CAD) software format. The Contractor shall include recommended CAD software in the sample task proposal for discussion and approval by C&S IPT at sample task kick-off. The contractor shall include materiel type, sizes, and thickness parameters for target structures and components in the TGM.

3.3 Target drawings and dimensions. The Contractor shall develop and deliver target drawings and dimensions. Aspects shall include 0az/0el, 90az/0el, 180az/0el, 90az/90el, 45az/45el, 270az/0el.

3.4 Criticality Analysis. The Contractor shall perform a criticality analysis and develop vulnerability input methodology for inclusion in the vulnerability analysis methodologies to be employed for the target. The contractor shall also coordinate with the JTCG/ME working groups to obtain tri-service approved data and/or advisement. JTCG/ME working groups include, but not limited to, blast, penetration, materiel targets, personnel, weapons characterization, and structures.

3.5 Failure, Analysis and Logic Tree (FALT). The Contractor shall develop a FALT as part of the Criticality Analysis.

3.6 Weapon Characterization Inputs. The contractor shall collect and create weapon input files for Kinetic weapon characterization. Kinetic weapons include generic fragments, projectiles, shaped-charge effects, explosively formed penetrator (EFP), Small Precision Munition (SPM), and Kinetic Energy (KE) rounds.

3.7 Improved Weapon Characterization. The Contractor shall generate a warhead characterization test approach. For planning purposes, the Contractor shall develop approach based on a small precision weapon (approximately 20-pound explosive weight). The approach can be included as part of paragraph 3.11 deliverable.

3.8 Vulnerability Assessment. The contractor shall perform a vulnerability assessment on the target and weapon pairings combinations. The contractor shall use vulnerability methodologies/models to calculate component, Cell x Cell, and total target vulnerability data for various weapon damage mechanisms. The Contractor shall include recommended vulnerability models in the sample task proposal for discussion and approval by C&S IPT at sample task kick-off. The Contractor will include in proposal how to mitigate risk in executing vulnerability assessment runs.

3.9 Verification and Validation (V&V). The contractor shall provide verification and validation analysis and documentation to assist in accreditation/approval of the vulnerability assessment and data developed. The documentation can be included as part of paragraph 3.11 deliverable.

3.10 Vulnerability Assessment Sensitivity. The contractor shall perform sensitivity analysis for the vulnerability assessment on the target and weapon pairings combinations. The Contractor shall include recommended vulnerability models in the sample task proposal for discussion and approval by C&S IPT at sample task kick-off. The Contractor will include in proposal approach how the sensitivity will support V&V in paragraph 3.9.

3.11 Vulnerability Assessment Documentation. The Contractor shall generate a Technical Report (TR) documenting requirements, findings, and inputs executed in paragraphs 3.1 – 3.10. The Contractor shall include any recommendation on process improvements. [A001]

3.12 Non-Kinetic Vulnerability Assessment Approach. The Contractor shall generate a white paper discussing and recommending a non-kinetic vulnerability assessment approach. For planning purposes, non-kinetic areas include cyber, high-energy laser, and high-power microwave. The Contractor shall focus on key target/weapon characterization, data and modeling changes needed from kinetic vulnerability assessment executed in this task order. The Contractor shall include high-level/initial focus points (i.e., highlights) in the sample task proposal to assist in technical kick-off. [A002]

3.13 Multi-Domain Capability Assessment Tool. The Contractor shall generate software development approach for a multi-domain capability assessment tool. The Contractor shall include in the plan: problem framing, requirements analysis/workflow, development/security operational environments, cybersecurity requirements/processes, interface requirements, software testing, and V&V approaches. For planning purposes, multi-domain includes integrated assessment of kinetic, cyber, high-energy laser, and high-power microwave capability on a threat ground target. The Contractor shall include high-level/initial focus points (i.e., highlights) in the sample task proposal to assist in technical kick-off. [A003]

3.14 Status briefings. The contractor shall provide two (2) status briefings at C&S IPT meetings. (For planning purposes assume three days each at Eglin AFB, FL and Aberdeen Proving Ground, MD). [A004]

3.15 Kick-off Meeting. The Contractor shall conduct an initial kickoff meeting at the government site within (ten) 10 workdays after sample task award. (For planning purposes assume the Naval Surface Warfare Center, Dahlgren, VA). The meeting will include Government representatives as well as the contractor. The purpose of the meeting shall be to identify any limitations in data availability and accuracy and discuss the planned approach to complete the technical requirements. The Contractor shall develop kick-off meeting minutes [A005]

3.16 Monthly Status. The Contractor shall provide a monthly status report of activities to meet requirements to include technical and financial status, as well as risks/issues. [A006]

4.0 Items/Data to be delivered:

4.1. The contractor shall deliver all the data items in accordance with the delivery requirements described in Table 1. All deliverables are acceptable in Contractor format.

4.2 The contractor shall deliver all data and documentation deliverables in either Microsoft Office or Portable Document Format (PDF) format.

4.3 Classification of Deliverables: The Contractor shall mark all deliverables with appropriate classification (i.e., UNCLASSIFIED, CONFIDENTIAL, or SECRET).

4.4 Consolidated Deliverable Package. All computer software product end items to include codes, modules, subroutines, documentation, functions, test cases, or output generated as part of this effort in accordance with the basic contract. [A007]

Deliver a consolidated package of all documents and computer software developed during this project. This includes but is not limited to all computer software modules, automated methods (e.g., spreadsheets), data, databases, and or software libraries developed during the period of performance of this task order.

5.0 Specific Instructions for Sample Task Submittal

5.1 Using the PWS and Labor Categories provided, list the skill levels, number of hours and labor rates for prime contractor and each subcontractor, materials and other direct costs required to perform each effort of this sample task. The Contractor shall provide work breakdown structure (cost and hours) per requirements in paragraph 3.0.

5.2 The contractor shall include in the sample task proposal a general technical approach narrative to include key technical assumptions, workflow, data, model, and software needs to be discussed and approved at task order kick off by the JTCG/ME and C&S IPT.

5.3 The Contractor shall note GOTS or GFI requirement assumptions in proposal for adjudication by the Government before/at award or discussion at technical kick off. If Contractor assumes or recommends Government Off-The-Shelf (GOTS) software, models, or data, the Government will discuss and worked to provide these with Memorandums of Agreement for use as Government Furnished Information (GFI). GOTS can be discussed at the sample task kick-off.

5.4 The Contractor shall include cost of needed Commercial Off-The-Shelf (COTS) software or hardware in other material costs.

5.5 The Contractor shall include costs of software development in labor costs.
