About this file

This document is a sample Letter of Interest (LOI) template and submission guide for the Affordable Rural Cooperative (ARC) program administered by the Rural Utilities Service (RUS). The NOFO was published on September 14, 2026. Applicants must submit all LOI information on Grants.gov, including completion of Standard Form 424 (SF 424), with all required attachments in Section 15. Applicants must use the RUS geospatial mapping tool to create digital Shapefiles delineating service areas for each proposed project and upload them to Grants.gov during submission. Questions regarding the mapping tool or Shapefiles should be directed to SM.RD.RUS.ARC-Questions@usda.gov.

The LOI must include: (a) eligible entity profile and point of contact information, including legal name, address, Tax Identification Number, Unique Entity Identifier (UEI) from SAM.gov, RUS borrower status, project manager contact details, and project names; (b) service area location using digital Shapefiles with SUTA eligibility descriptions if applicable; (c) statement of whether seeking Project or System Award; (d) entity's net assets value and disclosure of any receivership, bankruptcy, or liquidation history, with required audited balance sheets and income statements for the last three years; (e) identification of financial assistance type and amount sought under Section 3.1 of the NOFO and other federal funding sources; (f) disclosure of foreign ownership interests; (g) estimated Section 22004 emission reductions using the RUS New Clean Power (NCP) Tool or comparable data; and (h) a detailed technical description of proposed projects including types of funding, related unfunded actions, a Portfolio of Actions narrative (not exceeding 1,500 words), emission reduction amounts, technical specifications, and industry standard compliance. Additionally, applicants must provide a comprehensive timeline for project execution within statutory deadlines, including engineering studies, permitting, interconnection approval, construction, and operational milestones. Entities receiving an Invitation to Proceed commit to developing proposals that achieve Section 22004 emissions reductions while promoting system resiliency, reliability, and member affordability, and must immediately notify RUS in writing if withdrawing before full application submission.

Sample Letter of Interest – ARC

Applicants may utilize this format to fill out a document and upload it in PDF form as your Letter Of Interest (LOI) submission for Affordable Rural Cooperative (ARC) funding and include all information required to be submitted with the LOI as described in the September 14, 2026, Notice of Funding Opportunity. Please note that all ARC LOI information must be submitted on Grants.gov. This includes the completion of Standard Form 424, Application for Federal Assistance (SF 424). The SF 424 is a fillable form that must be completed on Grants.gov by the LOI submitter. The SF 424 will include the LOI submitter’s name and contact information. The LOI submitter must submit all required attachments in Section 15 of the SF 424. The information detailed below must be provided as an attachment. For LOIs with multiple projects, you should use a unique name and number for attachments related to each project (e.g., Entity Project 1, Entity Project 2, etc.).

Applicants should use the RUS geospatial mapping tool to draw the service areas associated with each ARC Project and then upload Shapefile(s) to Grants.gov as part of an LOI submission.

Applicants should go to https://experience.arcgis.com/experience/9d7f07e0ba0e48e7a047faf28dade6a8 and draw a separate Shapefile of the service area for each proposed Project to be included in a single ARC LOI. The saved file(s) should be renamed to the Applicant’s name and Project name (e.g., bobselectric_project 1.zip). The Shapefile(s) should then be uploaded to Grants.gov as an attachment in Section 15 of the SF 424 during the filing process.

Any Applicant who experiences difficulties using the RUS geospatial mapping tool or has other questions related to Shapefile(s), please send an email to SM.RD.RUS.ARC- Questions@usda.gov. The Agency will work with Applicants to submit through the RUS mapping tool; however, if the Applicant is still unable to utilize the tool, the Applicant may proceed with its LOI submission using its own comparably accurate Shapefile(s).

Additional information on the requirements and submission of LOIs through Grants.gov can be found in the LOI Guide on the ARC website.
